So, this was a purely theoretical build, to see close I could get to the soft cap using "poor man" IOs. By "poor man", I'm referring to non-purple, non-multi million inf. enhancements.
Anyhow, I was surprised to actually hit it, but I'm not a blaster. I'm not terribly familiar with blaster sets, or how they play, or what you're really supposed to slot for, so I became curious. Below is a theoretical build that soft caps Ranged Defense. How practical would this build actually be to play, in game? Are there things that could be dropped to improve it? Different sets I could try? Slotting in different order? The slots themselves are fairly sloppy, I think, and were rather haphazardly throw around to get defense bonuses where I could.
Basically, can y'all help me tear this build down and see if any of it actually works? Thanks in advance.

Shadow Shard TFs need revamped SO HARD. It would please me immensely if the Shard was also getting attention paid to in Going Rogue, but I seriously doubt it. Revamping Rularuu and having some kind of awesome raid against the Cathedral of Pain (blow up the deathstar! scrap whatever Statesman's crummy PvP idea using the name was about) could be an xpac in itself.
Also, I imagine if anyone's gotten under a 4 hour time, he'd know. -

To the matter at hand: I agree that prices are a bit high. If I'm helping Dark Watcher on some top-secret missions to protect the fate of two different worlds, you'd think they'd be quite willing to pony up a set of armor to help me along the way. -

Conserve Power is only up for a minute and a half out of every four and a half minutes so I was thinking more about using it during long drawn out battles like GM's or AV's. Frankly I'd be more inclined to drop Conserve Power, if I didn't need either it or Focused Accuracy to get Physical Perfection. I suppose I'd be better off with FA.
Ok so swapping Conserve for FA with all toggles running I'll be burning 1.78 end/sec and generating 2.91/s for a net gain of 1.13/s + whatever the End Procs bring in, which ought to be enough to keep attacking without running dry of end in most battles. Figuring that I'll likely only be running FA occasionally anyhow. Is this wrong?

Also: Stealth does not stack with a stealth IO. No dice there, I'm afraid.
As to the build itself: It's a common IO build, with one or two choice set IOs thrown in to taste. I agree with Verene that Health is more important than a second tier one from Fitness, and that stealth is a good power to drop it for. However, you've mentioned this is a build to maximize your ability to use Ninja Run, on the cheap, it seems, so I trust that;s a decision you've long since made.
Power wise, I don't see any real mistakes, though your slotting is a bit sloppy. As it stands, you regain 2.31 endurance a second with all your toggles runnning. On top of that, you have conserve power, which means you've overslotted Physical Perfection by a good margin. My recommendation would be to drop some slots there, and bring your attacks up to six slots, so that you can put a Recharge Reduction IO in them.
Other than that, it appears to be fine. There're only so many ways to slot basic SOs, so there isn't much to say on the subject. It should work for what you want fine. -

Anyone managed to beat one of the DE monster? With insps, it might be do-able, specialy since some of them have weakness IIRC.
As to the question of De Monsters: I believe, back in the day, some folks were able to drop them like they were AVs, or some such. Slash Monkey, if I recall correctly. I don't know if that still holds true. -

I don't see any scrapper being able to take out a GM without insps/temps. I used to think a Fire/Shield could take out the weaker ones with AaO saturated, but GMs would run and mess things up wouldn't they ?

i have to admit to being a little puzzled by the social Darwinist elements implied in some of the material. By some accounts it sounds as if people advance within their occupations in Cole's empire by defeating their superiors by any means possible, up to and including murder. Yet by other accounts it sounds more like a meritocracy, where demonstrating superior ability allows you to take your superior's place. The popular version of social Darwinism espouses the former, while the more accurate use of the concept would imply the latter.
The two approaches are also somewhat contradictory as being good at sabotaging, murdering and betraying your way to the top when employed in the transit department doesn't necessarily mean you'll be at all competent at managing traffic flow once you become the general manager. Nor does it bode well for the usefulness of the skillsets of those below you if you delegate the responsibility to them. After all, they're advancing the same way you are.
If, however, you simply mean pragmatism as the concept of choosing practicality over principles, then I suppose you are right, but that's a rather consequentialist argument in and of itself, no? -
Ya know, Joyce, for all the claims you're making that Cole's a utilitarian, and thus potentially a good person, you're using an awful lot of deontological arguments to justify your position.

That's not the issue.
As of now, there is no way at all to convert infamy to influence. The supply and demand on the blue side is completely separate from the red side. Infamy never crosses to blue side, and influence never crosses to red side. The total amount of influence on both sides are completely independent on one another.
Now, the moment a SINGLE item defies that rule, the entire market would lose this structure. How?
By using that items to 'transfer' infamy to blue side, or influence to red side. I can simply buy inspiration from blue side, decrease the supply on blue side, and decrease my own influence. Then I transfer all inspirations to red side. I sell them back to the market on red side, increasing the supply of red side inspirations, and increasing my own infamy. I haven't actually EARNED any inspirations on either side. I have manipulated the market of BOTH sides without the contribution of ANYONE else. See the flaw?
Now, I'm not saying this is actually wrong and should not be done. I'm in favor of market merging. But considering how developers are against market merging, this IS a flaw.
Sure, inspirations aren't significant to market right now, but if cross-trading of inspirations is true, then they will be used as a form of universal currency in the market that can go on either side.
The only way to allow inspiration cross-trading and keep markets disjoint is to remove inspirations from the markets entirely.
I'm trying not to set up a straw man, but it seems that if something like Inspirations, which are already available AE store for a mere one ticket, were going to wreck the market, we'd have seen signs of it somewhere else previously. If systems don't suddenly develop breaking points, but rather, have them exposed, then it would seem we'd have seen ramifications of this somewhere else.
But, as I've taken pains to stress, I'm not knowledgeable on any of this. Please, educate me. -
