Practiced Brawler needs 2 recreds, not defbuffs. This will make it perma eventually (I think with SOs). I'd also stick recreds in Focus Chi
You dont list if you have health or travel pool powers but you want health - particulary stamina or you will have problems with endurance. Take these before Agile - this can wait till much later. FF and FS probably also want an endred each.
Cobra strike doesnt do a lot of damage so swap out the damage for disorient duration to keep mobs stunned longer.
For soloing you want some sort of crowd control. I would suggest gettng dragon's tail at lvl26. It knocks opponents down, allowing you to focus on the bosses while keeping the minions from attacking. Conserve energy epic has energy torrent which does this too, but you can only get that in the high 40s. -
I don't have experience with Fire/Elec but had the same idea for my EM/Fire brute. In the end I caved and took stamina (just 1 slot though). The differnce in playability was significant with consume becoming a top-up during long fights rather than a critical part of my attack chain.

The recharge on these is nasty. My Mids build for Lead Hose claims about 32s for Sleep grenade (5 Sandman IOs and 1 recred) and 83s for LRM (4 Posi and 2 recred). However that's at lvl 50 with hasten on and a close to 24% recharge bonus from sets so actual values will be closer to 40s and 95s respectively.

Hmm, I skipped levitate for mesmerize and dominate - both are control powers that do some damage and with a bit of skill/luck can lock down a 3-man mob - useful early on if soloing. Here is my current planned build - the toon is currently languishing about level 20.

You could probably skip it these days with appropriate sets. Some of the to hit numbers I can get out of Mids even for toons without FA mean that they are only ever going to miss on a 'fumble'.
With Focus Chi and FA, Flitz has accuracy numbers in the 250-300% range for most of his attacks and a massive 375% for Cobra Strike. However, I am unlikely to drop FA as I have it 6 slotted with Gaussian's Synchronized Fire Control for the extra def, recovery and damage. -
Well done Standoff. I know what a challenge this it. Even with some alt padding, my little SG base on Vigilance still only has 5 rooms (entrance, lab, power, control and transport) and I dont even have enough control to run the second teleporter yet.
If your's is 'finished' I am well impressed. -
I have reached the heady heights of lvl 41 on Red Rag and picked my patron AoE immob - electrifying fences. All I can say is Bwuhahaha! Total carnage!

WARNING: BROKEN BUILD ALERT
Flitz is definitely not a cookie cutter build. I had a specific idea in mind so ended up taking Thunder kick, Cobra strike, Dragon's tail and Eagle's claw from MA plus Flurry from the speed pool, the Sands of Mu veteran award and Energy torrent from Body Mastery epic.
Flurry and Sands of Mu have long animations that many people dont like, but the animation is the main reason I took them.
CS, TK and Flurry all have a chance to disorient and DT and ET can knockdown, so plenty of soft control although they don't really work on bosses and AVs.
Despite the dodginess of the build, I still made it to 50 with Flitz and he still gets invited to teams when I play him. -
I agree with Shannon, about the poor range on the auto turret. I think even Full Auto goes further although I may be exaggerating a little here.
Either give it more range (90-100), let us move it around with recall friend (this got changed after I had picked recall friend but before I got the turret) OR even better, change it to follow the blaster around - now that would be cool!
I don't mind that TD is a toggle. Lead Hose's web grenade recharges damn fast and lasts long enough to stack so I don't see a problem with it. I don't have the trip mines or time bomb in Lead's build partly for concept, but also because of the problems with using them in teams. Hell, I rarely use Auto Turret in teams because of the long cast time and the fact that it is usually very quickly left behind. -
Also going for Luck of the Gambler, just missing the expensive one.

Without Aid Self, which Flitz does not have, /SR scrappers still only have two states - godlike and faceplant. It's either 'cant touch this' or 'ouch, rez plz'. Keeps life interesting. And rularuu are still a pain, carnies less so.

I remember that long road from about 30 to 35 with only Lucky for AoE protection. Was not a lot of fun against Nemesis. -
Targeting drone give the snipe buff afaik. Cloak gives somes stealth and minimal def.

All the patron pools for Brutes include an AoE Immobilize. I'm going for Mu mastery with Red Rag. It's AoE Immob is Electrifying fences and Mu lightning has a chance for +End.

I just remade a lvl 8 Kat/DA scrapper alt on Deviant into a DB/DA. But don't worry, I have plenty of other alts to keep me busy, so you are unlikely to see her played much for the next couple of years.

User interface design alert
These options seem to be a bit of a double negative. Would it not have been better to have these choices as 'Show xx' rather than hide.
Now if I don't want my information to show I have to enable hide rather than disable show. -
I am having plenty of fun with EM/Fire in PvE.

Flitz: Honour, are you kidding! That one's got horns and is on fire (RED RAG). You take them down hard and fast or you stand a good chance of a trip to the hospital rather than sending them to the Zig. -
I have an energy/fire at 38. Some comments:
Combat jumping - totally agree
Acrobatics - yep
Blazing Aura - eats through minions - I'm going for 4 Scirrocco's (acc/dam, dam/rec, dam/end, acc/dam/end, and 2 endred, but that's mainly because I only have a single slot in stamina
Consume - I went 3 recred, 2 acc and 1 endmod, as it seems to miss a lot even with BU active
Healing flames - I going for 5 from Miracle (missing out end/rec, the +revovery unique might be a bit hard / expensive to get) -
Burn is a bit of a tactical power until you can pick up a nice AoE hold from your patron powers. You can use it to scare mobs from a teammate, or from yourself on those odd occasions when you have a little too much aggro to handle.
I wouldnt bother slotting blazing aura with taunts, stick with damage! I also wouldn't bother trying to make burn perma. And you don't need hasten either, although some +recharge set bonuses are nice to have. If you really don't like it then you could drop it for taunt. -

3) Press 'F'
4) Activate cobra strike, wait for it to hit
5) Activate focus chi and rest of attack chain.
6) Get scrapperlock, mash buttons till everything is 'arrested'. -
It must be all the AR blasters getting excited about customizable weapons.
