    No, the game executes binds as fast as it can, from left to right. If you have several powers in the bind, though, it ends up actually activating the last power first, since the power queueing skipped the previous ones.

    Longest cast time is 20s, for the base raid 'Deploy Pylon' power. But base raids aren't available.

    After that is 17s cast time, for things like Pocket D VIP Pass, Mission Teleport, Base Teleporter, etc.

    The Particle Cannon from the Abandoned Sewers trial has a 15.67s cast time.

    Black Market/WW teleporters have a 15s cast time.

    Self Destruct has a 10s cast time. (Really?!?!)

    Finally, the longest in-set cast time is Time Bomb, in Traps, at 9s.

    Edit: It looks like the slowest attack, for players (which isn't a nuke or snipe/AS) is Propel, from Gravity Control, at 3.5s




    Edit2: For the opposite question (fastest, barring auto powers), it looks like Hibernate is the fastest casting player power, at 0.07s, with Gambler's Cut as the fastest attack (0.67s)

    TECHNICALLY the rule isn't "same name" and TECHNICALLY two bonuses with the same name could have different values, but in-game this isn't true of any existing set.

    Set bonuses are powers, which are set up so that you can't have more than 5 of the same one. The name of the power is independent of the bonus it gives (easily seen with LotG's +7.5% rech, and the Huge Recharge Bonus +7.5% rech), so two set bonuses could theoretically be given the same name but different effects. In practice, this does not happen.

    It would be slightly more complicated, but two different set bonuses could be set up so that a combination of the two that sums up to 5 total would be the restriction, not 5 of each. In practice, this doesn't happen.

    Similarly, TECHNICALLY you could have a set bonus which you're restricted to 1 copy of, or a set bonus that allows you to have 20 copies of. In practice, this doesn't happen.

    This difference between what the powers system can do and what the powers system does do is so that players can understand what's going on without checking an entire database of information. For a similar reason, Hold enhancements always increase the duration of the hold. But there's nothing stopping the powers system from making Hold enhancements increase magnitude, instead.
  6. "How do I stop my game from crashing" isn't a question that can be answered. We don't know why your game is crashing, so we can't tell you how to fix the problem. You have to give more information on what's happening when you crash in order to expect an answer on the subject.
  7. While I would agree that Emperor Cole does use similar means (charisma, manipulation, intimidation... etc.), his goal isn't selfish, and he's not violating the social norms.

    This is a perfect description of Calvin Scott. While I doubt there's much sexual intercourse involved in Scott's quest to get his wife back, he is absolutely using charisma, manipulation, and/or intimidation to get people to join his Resistance, and he's using violence against the Praetorian utopia to vent his anger. And regaining his wife is absolutely a selfish goal; he doesn't care what happens to Tyrant or any of the praetors.     Looking at the page history, Generalbusybody and Alisson. Generalbusybody in 2008 and Alisson in 2010. As noted by the page, though, base perception is defined by rank - Snipers have a rank of "Sniper" and a corresponding base perception of 149. Aside from rank, the only way for a critter to gain extra perception is a power granting +Perception. You can easily notice this with Vanguard Sword, who all have +Perception on self, and they will aggro on you from an abnormally far distance. Unless you have high stealth, Snipers and Turrets will also aggro on you from abnormally far away.

    Snipers do aggro at range, they do have increased perception based on rank, and they do respect stealth powers, assuming you have enough (for example, Hide). Rikti Drones and Rularuu Sentries do not aggro at an extensive range, but they do aggro at normal range, regardless of your stealth radius.

  22. Technically they existed, sure. But the 'gun' part of the gunblade was about as effective for long-ranged combat as a bayonete was for a swordfight.

    You don't use bayonetes to fight in melee, except as a last resort. You use them to poke bodies on the battlefield and make sure they're dead.

    You seem to misunderstand what 100% means.

    The current maximum filesize is 110kb. If you're using 75kb, that's 68.18%, not 75%. In fact, 75 kilobytes (kb) is also 76,800 bytes, but that's the same percentage. 100% means 110kb, not 100mumble.
