...might possibly be coming with animated tails (hope and prey) so it looks like I'm going to need a new period hope and prey costume item with which to send BABs and J into fits of headbanging.

found it...

I can think that I can say with nearly 100% certainty that multi-arms models would be NPC-only, if they ever were introduced. The only way to properly animate them would be to control the powers. I severely doubt that the art department would be able to properly do animations for all the powers on three different models (male, female, huge) with multiple arms. The game is pretty much built around a standard human-form (Head-torso-2 arms-2 legs) PC.

Pretty nice artwork on that one. But as the comic shows, multiple sets of arms are a beast to animate and just figure our what to do with. Especially in a video game, you're basically going to need brand new animations for them, which would make them incompatible with current sets.

Also, didn't Peter Parker go through a phase like that?

or maybe a power-set built around multiple arms?

(Edit: And yes, all of the above use the extra arms in their animations. Player Crab Spiders do, too)
(Edit2: Not that I'm disagreeing with you, Snow, just pointing out existing examples of what you're saying. While there is a way to get extra arms for players, it's an EAT, so they're able to control what animations you can use)

I wouldn't mind an EAT allowing for a Kali-esque multi-arm style character.

Note that they are not the same type of arms that the original poster means:

At any rate the arachnids are NPC-only, there are also wolf spider bosses, and I doubt that anyone would consider Lord Recluse as a player character. As to the VEAT spiders, that is a weapon backpack, thus they are extending from that. Just like Dr. Octopus' "legs". They are not like Goro from "Mortal Kombat":

What I'm saying is that the skeletons that CoH players are based on is the "standard" humanoid. Requesting player models that break that standard is unlikely to ever be fruitful.
