I recommend against installing from CD unless you bought Going Rogue. The most recent CD aside from GR is several issues out of date.

If you can find a store such as BigLots (I think that's the name), I seen posters say they found the CoH CE there for $20. Considering it comes with a month's playtime as well as a badge and a new cape type, that's a good deal if you can find it.

I think the simplest change you can make to improve your experience would be to increase your RAM. Increasing from 1G to 2G should make a world of difference. -

Er, how exactly do the KHTF or STF require travel power versatility? The only TF I can think of where such a statement makes even a little sense is the Lady Gray TF, fighting yellow mitos of weakened Hamidon (which are up in the air and need to be hit in melee). But even so, (a) that can be done with Super Jump, and Hurdle + Ninja Run is good enough to achieve the same thing, and (b) you can buy a Raptor Pack for a pocketful of inf.

IIRC, there's a badge for sticking with a single alignment for a week straight. Obviously I haven't tried this on Live, and I had to stop testing partway through Beta because my connection got sketchy, but that's the only thing I can think of.

I pre-ordered GR back in March. I don't recall ever getting anything other than the basic receipt emailed to me (and I had to reformat my system anyway about 2 months ago, so would have lost it whatever they did send), but my Account Management page does show the purchase of GR.
How do I add GR? There are no serial numbers to apply on my Accounts page, and I thought maybe I might be missing something. Any help is appreciated.
If you pre-ordered, you would have done so from a third-party retailer (NCSoft only did pre-purchases), and you would have to pick up the box from the store, or have it delivered to you. -

The item pack which you are complaining about contains extra goodies which are included in Going Rogue Complete Collection. This is a different product which costs an additional $10. It is an extremely common practice to release a game, along with a collector's edition version of the game containing more stuff; the collector's version is invariably more expensive (it gives you more than the basic product), though the price difference varies.
Not only is it a common practice, but NCSoft did the same thing for the original release and the CoV release. You can purchase City of Heroes... or you can purchase City of Heroes Collector's Edition (contains a Statesman HeroClix figure, map of Paragon City, a 16-page comic, videos from the CoH Film Festival, Prestige Power Slide access, Cape of the Four Winds access, and the V.I.P/Destined One badge). You can purchase City of Villains... or you can purchase City of Villains Collector's edition (contains Statesman, Manticore, Positron, Lord Recluse, Ghost Widow, Black Scorpion, and Mako HeroClix figures [different Statesman from CoH CE], CoH/CoV art book, a two-sided poster with a map of the Rogue Isles and a Heroes vs. Villains fight, and an Arachnos chest symbol [different from the veteran reward chest symbol]).
Going Rogue has the same thing going on. Fortunately, like Good vs. Evil edition, NCSoft has decided to make the in-game items from GR CC purchaseable separately for those players who did not purchase the Complete Collection. (The GvE item pack doesn't require GvE, though, unlike the GR item pack.)
Now, what you should really be complaining about are the people like me, who pre-ordered GR CC from GameStop. Not only did I get the month of playtime added to my account ($15) and the in-game items ($7), I also got the Desdemona themed Razer Sphex ($15 for a normal Razer Sphex, possibly more for the special design), $5 coupon for the Razer store, and 5 special enhancements on every new character I make from now to eternity. That's $37 worth of stuff aside from GR access, plus a $5 coupon, plus in-game stuff that even the item pack NCSoft is selling you doesn't include. All for a promotion that wasn't announced until after the pre-purchase process was opened. That's something to complain about. Unfortunately, you've kinda missed the boat on complaining about that subject, since most people did that flaming when the GameStop promotion was announced. Now people have moved on to how terrible GameStop has been delivering on their pre-order promotion promises, but it seems they're just taking they're time. -
I believe War Witch's statement was something along the lines of wanting to keep Praetoria as a new experience for new characters for a while before filling it up with visitors.

Update: I tried sucking it up and playing in safe mode, since I was really getting the itch. Same problem occurred after about 3 hours of normal play. (Well, same crash. I can't be sure it's the exact same problem without testing, but a 3-hour wait to test a crash is a bit much.)

In Pennsylvania, for example, you can never use LETHAL force to defend PROPERTY (under the idea that property can be replaced, lives cannot). You must attempt flight first. If at any point you reasonably believe that you, yourself are in danger of anything that justifies lethal force in self defense (kidnapping, murder, ****, serious bodily injury) you're free to use lethal force in self defense. If you have kids in the home and are afraid that THEY might be similarly at risk or be unable to flee, the same goes.
Compare that to Texas where homeowners are able to justify lethal force against property damage. One very public case had a man justified in shooting teens that were "decorating" his house with rolls of toilet paper.
Also according to the wiki, Montana, Nebraska, New Hampshire, Pennsylvania and Washington are considering adopting their own castle laws. -

They do have the means to make part of a power autohit in specific situations. Devices.Smoke Grenade's -perception is autohit, but the -tohit is not. Several powers are autohit in PvE, but not in PvP. The Taunt effect in Tanker/Brute attacks depends on the attack itself hitting in PvE, but against a raid target such as Hamidon, the Taunt effect hits at -20% compared to the rest of the attack. -
Alternatively, you might be able to get 'teleport to target' (or 'towards target' if you want to limit the range) combat teleport. Would be useful for melee characters.

On my wall, I've got the Paragon City map from CoH CE, the Rogue Isles map from CoV CE, the villains vs. heroes poster from GvE, and now the map of Praetoria from GR CC. (The old maps weren't updated

I tried getting a picture of my collection with my phone, but the camera is crap. I dug around the house to find my camera (which I... never use), but I neither have a memcard I can find, nor the cable to move stuff from the camera's internal memory. Frustrating.
