Combat Teleport
How would it work as a "toggle power?" Teleport requires you to tell it where you're going, after all.
Where would it fit in the pool? What gets rearranged?

I was thinking it would be added after Teleport Foe but before Teleport. It would be unlocked at level 10.
Alternatively, you might be able to get 'teleport to target' (or 'towards target' if you want to limit the range) combat teleport. Would be useful for melee characters.

I would really like this if we were simply given a different teleport option which had a much shorter range, but had a much shorter activation and no after-use immobilize. And of course being usable in PvP...
Cottage Rule aside, I don't think anyone would be too opposed to replacing Team Teleport with that.
If you have it toggled on, you teleport where you clicked. Currently the power requires you to keep turning on the power.

... that sounds like it would be *really* annoying, quite honestly. Especially with placed AOEs, pets... anything that gets put on a point. Or trying to click to select a target.
Other than the animation time, you can do this *now* far more controllably by either (a) setting up a bind or (b) just putting the power on the tray. Select, click, boom and it's out of the way.

Sure you could do something like this, but going immobile at the end would be gone. That's why i also suggested modifying the current teleport, it's already not a great travel power unless you have the bind but it's still slow even then.
I'd love an effective easy to use Combat Teleport power. My take:
Its a click power that requires an enemy target. When you activate it teleports you directly in front of the target, and you can of course queue up an attack to deliver once you port.
If the enemy is too close, or theres an object in the way or anything else which would red out the current teleport reticule, then the power doesn't activate same as if you don't have enough end or are out of range.
So you can target a distant enemy and run into range. If theres an obstacle in front of them run sideways and as soon as the spot in front of them is clear the power activates and you 'port.
This uses the same tech as the existing teleport reticule - checking the validity of a single destination point each frame. But instead of the point being specified by your mouse moving the reticle, its calculated based on yours and the targets position.
And rather than replace any power, add this as a new Tier 1 or Tier 2 to the pool, similar to how new powers were added to the Ancillary Power Pools.
Then the rings could be a different color. Instead of a clear it could be blue or something.

It's not a question of the rings, it's a question of "I didn't want to teleport, I wanted to target/place that there/etc."

That said, I'd be more in favor of it as a click power rather than a toggle.
I love teleport as a travel power, it's just clunky to use in combat due to the activation time and the forced flight/immob at the end. A fast activating teleport with no root, even if it had a small recharge to it, would be very cool and fun to use.
I'm not sure if this could be added to the pool though, because then the other power pools would still only have 4, so it would be a little odd for one pool to randomly have 5.
Replacing Team Teleport isn't an option as it does have a few use cases. Masterminds come to mind, and a kin team-TPing everyone in for a fulcrum shift could be a viable strategy on well coordinated teams as well.
Combat tp is not bad idea but perhaps we have to think it different way. It could work better as an attack power. Target mob -> combat tp -> make your other attack -> new target -> combat tp ... So you can tp from enemy to enemy and beat them down. Short range, fast animation and fast cooldown would make it useful.
But whats the difference if you just jump from mob to mob? :/ Well any suggestions?

I've been wanting a full Teleport set for a long, long LONG while.
Perhaps one power would be an aoe "knockback" - teleporting enemies from within your range to the edge of it, kind of repel-ish.
You can't get too graphic with the T rating in the game, obviously, but what *I*'d use teleport for is to rip hearts and brains straight out of their bodies. >_> and revive them after, of course, interrogation purposes and all.

Repurposed
I was on a team the other day and one of the people was new to the game. He had just 14 and was asking our opinions on which Travel Power to pick. It ended up with a conversation about Nightcrawler and Teleport.
My idea, is to add a new power to the Teleport Power Pool called Combat Teleport. It's a toggle power that is pretty much Teleport except takes less time to teleport and has a shorter range.
The point of this is so that it's harder for enemies to hit and you could teleport behind them and then attack.
I'm not sure if this too much work for such a little reward, but my guess is it wouldn't be too hard. Or it maybe just turn this into the Teleport power so that it's better.
