Although it's perfectly possible that this issue is in fact with Chrome, chances are fairly slim. These boards have been non-responsive/sluggish for a while now. When we first switched over they were decent, but they're slowly starting to go back to how they were before the software switch.
Are you experiencing the issues on any other websites? -
But we're currently up to 190. So even your 177's were old. The newest ones seemed to have resolved the "Error 14" for many. Not everyone, but many. I would suggest completely removing the drivers you have now, possibly running Driver Cleaner and installing the latest drivers.

You are using very old video drivers. Like 2 year old drivers. Might want to update those before you do anything else

Make sure that Compatibility Mode is NOT checked. It should be off.
A little further down, you should make sure "Run as Administrator" is checked as well.

If that doesn't resolve the issue, you'll need to post more details about your system. You can do this by using this program CoH Helper. Download it, run it, paste it's findings here. -
I think it's safe to say the Belkin router is having issues properly moving the packets from either computer.
Just out of curiosity, what quality is the reception you get wirelessly on either computer? If it's possible, I'd also try connecting one or both machines up through ethernet and see if the problem persists. If it does, the router isn't functioning correctly. If the issue disappears, the wireless portion of the router is crap. Either way, I'd say test wired and then go from there. You might just want to bite the bullet and get a different router. -
I'm not familiar with Safari as I don't use it, but this is definitely a cookie issue.
Before changing any of your cookie settings I would strongly recommend going in and deleting all cookies associated with cityofheroes.com. This will reset how your browser deals with this website as if it were your first time. Sometimes cookies can become corrupt. If the same happens again and you're sure all cookies related to cityofheroes.com were removed, then I'd try changing your cookie settings. But if the settings are set to their defaults, and you've never changed them one of the cookies have become corrupt and clearing them out should fix it. -
I would also recommend a fresh install rather than an upgrade. There are just too many things that can cause an issue. At least with a fresh install, you can very easily resolve an issue with a simple process of elimination. Something that can't really be done with an upgrade as anything wrong with your system (Whether you're aware of it or not) will carry over.
Upgrade or fresh install, it should go very smoothly. There isn't much that needs to be done other than to watch to screen. -

I even uninstalled COX and reinstalled it. I have plenty of RAM, 6GB. I don't know what else to try, short of wiping the drive and starting over. Any help would be appreciated.

So far all of the machines with single GPU's that I've installed Windows 7 on (All 64-bit) have run fantastic in nearly every game I've thrown at it

Next time you need to install, you just put in the DVD, copy the CoHUpdater.exe to your desktop and double click it.
It will ask you were you want to install, you choose. Once it starts downloading the game, you just close out of that window and then copy the content of the DVD to place you chose to install. Delete the checksum in the directory on your computer and you're good to go! -

Correct. But there generally isn't any reason to dispose of the old ones simply because you're upgrading the guts. If there's nothing wrong with your optical drive or hard drive, no reason to waste the money. Unless of course you're planning to use the old machine for something else. -

You can get a decent graphics card for around $200 or less right now. Of course, you could go for bleeding edge GPU for a lot more. I picked up a Gigabyte GTS 250 (1GB) card for around $140 a short while ago. -
Update:
So I installed the 7.12 drivers. Everything runs fine with them as far as I can tell.
If I get a bit more brave, I just might try the 8.xx series drivers at some point.

I was going to say that they were using the older OpenGL rendering engine, since the 7.4 drivers were released in May 2007, and the OpenGL rewrite hit Fglrx in November 2007.

I'd also like to reiterate what's happening again so it's clear. When you click Next and then OK in the Updater, a small banner that says "Loading" pops up. It's before the game actually starts up with it's own loading splash screen. This is where it crashes. Right when the game is about to launch. It throws up the generic "Tell Cryptic what you were doing" dialog box.
Once I close that window, a memory read error pops up. I can either post a screenie or at the very least type out the error message for more info. -

However, you can't have updated your drivers. According to the information you posted your graphics driver is listed as : Video Device Name: RADEON 9800 PRO

There was an update in July, the 9.3.1 release, but as I understand it, that was primarily a source code bug fix for Microsoft's upcoming Vista SP2 / Win 7 launch. If you were running NT5 (Windows Xp) there wasn't anything listed in the patch notes.
Thanks for the suggestions. I'm not by any means incapable of troubleshooting these things. I was just looking for a second set of eyes in case I was missing something.
Update:
I went ahead and "downgraded" back to the 7.4 drivers. The games loads and runs just fine again. Guess that old saying is true. "If it ain't broke, don't fix it" -
Hey guys...
I'm having some difficulty with a computer over at a friend's place. I was playing the game just fine last night, but I decided to update the ATI drivers today and since that update, CoH crashes before it even loads. I run the updater and click next. It shows the "Loading" banner and then sits for a moment before throwing up the dialog box that CoH has crashed and to fill in what I was doing at the time.
I'm aware that this is an older system. I don't expect to run crazy graphics settings. But as I said, it was working last night. The most obvious thing would be to downgrade the video drivers, but I'd like to see if there might be something I'm missing before I do that. Any suggestions?

Before I explain, if you run the latest unstable version in Admin mode, you shouldn't have this problem.
Now that that's out of the way, the reason for this is because of how Vista/7 deal with "OnTop". In previous versions of Windows it was apparently quite easy to get a program to stay on top by simply forcing it. In Windows Vista/7 they changed the way this functions. The developer of HeroStats has said he's planning to work on it, but it's on the backburner. Not something he's looking to fiddle with right now. At least that's what I gathered from the last time I read up on the issue.
Like I said though, the current unstable version appears to work fine in both Vista and 7, or at least has on my machine. -
