As others have been saying you want at least all the toggles and passives plus Practiced Brawler. Beyond the +defense your toggles and passives provide they all contribute to your Defense Debuff Resistance which is as important as the +defense.
Second your passives provide a scaling damage resistance. Only with all 3 and with all 3 enhanced will you get the maximum damage resistance possible for any given amount of health.
Quickness for me is also an 'always take' power. It's not only a nifty auto +20% recharge, +fly spd and +run spd buff, but resists movement slows (fly and run speed) and recharge debuffs.
As far as slots to devote to it .. as Werner said there's about a bazillion ways to get there, the important thing is getting there with the values capped vs ED whether its 2, 4 or 6 slots in your build and whether it's with SO's, generic IO's, or sets. -

Take pretty much all of your secondary. (I skipped the Tier 9, but after everything else was IO'd out with sets I was in the 45% range.) -

Should allow for fuller teams in the beginning for some chunk of time, but allow for late comers and the super early drop outs to not feel left out too much? Or it'll work spectacularly and force people to show up on time, knowing they won't be stuck with me later on.

Currently it it VERY cluttered.
If you added a drop list of TYPE:
Then a secondary drop list with items that go into that list.
I.E.
Type: Symbols
Secondary: Star 4
or
Type: Letters/Numbers
Secondary: <greek alphabet>
or
Type: Accessories
Secondary: Praetorian Police -
It seems to me that one of the reasons it's so easy is they've nerfed enough things to make it so any one can solo reasonably well. That didn't used to be the case. Hopefuly data mining from Preatoria will cause then to adjust CoH and CoV to that level of diffeculty.

I just finnished Final Crisis and was wondering how many Superman "inspired" copies there are.
Of course there's the original Superman but then there is:
Apollo, Gladiator, Hyperion, Uberman and our own Statesman.
Who else is there? -
At the rate Iso's level Preatoria will be a blur. Well maybe not. The MANDATORY solo missions might slow us down.
I can't decide what to run. Dark/Dark scrapper, KM/WP scrapper, or a SS/WP tank. Any suggestions? -
Yesterday I was putting a Positron TF together and made a mistake where whe had to quit the TF and restart. Some where along the line we got an extra person (a late comer) and Sheline, who was a part of the original team got left out. Due to me NOT paying attention (obviously) I didn't realise she was missing untill half way through the mission. So I just want to apologize to Sheline for my mistakes.

Waaaaayyyyy back in July 2004 while attending that years Origins my son and I were able to play CoH at the set up they had there. I wanted to play a woman as I felt every one would be playing some variation of "Billy Bad ***". I wanted to go against the grain. We didn't have a lot of time and I played arround with a couple of names (I can't remember what) that were all ready taken. So I decided to go the ironic route. She was a scrapper and hit things (or so I thought) with her fists. So Fista. The "A" makes it feminin, don't ch'a know.
So when I got a free try out a few days later, I recreated her and viola! I'm Fista. -
How about the signage around town? I'm tired of seeing the same old ads on bill boards etc. How about holding a contest for fans to come up with new bill boards/adds and you can hold it like twice a year to keep things fresh?
Also what every one else said. More unique buildings. More unique neighborhoods. Talos (home of the Tsoo) should have an "China/Asian" theamed area, shouldn't it? -
I think I'm pretty much done here. I was hopeing GR would keep my interest but as info is very slow in coming I'm letting my account expire on Jan 8th. I think it's time for something new. I've been playing since July 8th 2005. It's been fun.
