Oh and 2GB of system memory can be a bit tight. That could cause an increase in page file access and disk access is like a party of caltrop happy Knives of Artemis at the 100 meter sprint when it comes to slowing a PC to a near halt.

The two released films he directed, The Town and Gone Baby Gone, have been well received so as a director he does have so chops. As part of the Kevin Smith entourage he has access to a group of hard core fans (which may be a bad thing being how hard core fans are) can help targeting the motivations of each member. It still however revolves around the need for a decent script because it doesn't matter how great he may be able to direct the actors, if the script leans Schumacher-like it's going to be a big fail.

I don't think your card is that underpowered.
Okay, random suggestion. Defrag your E drive (the game drive). It sounds like you might be stalling when additional textures are being loaded as you travel/pan in a zone. Also AA modes will eat into available video card memory so you would need to reload textures more often.
The game only tells you if you have a card that supports UM and asks if you would like to try that. It asks even if you have the most minimal video card, as long as it has universal shaders (Dx10 class of hardware or better).
I vaguely remember some kind of two monitor issue but I don't remember the exact problem or fix.
Lastly could you post a HiJack This report so we can see if there is something loaded/running that maybe interfering with the game. -
Note that DxDiag and hence COHHelper only lists the card as an HD 3800 series card, not an exact model number.
Performance wise Tom's hierarchy chart puts the HD 3850/3870 in the same grouping as the GT 240, slower DDR3 memory matching the 3850, the GDDR5 version the 3870.
Until we get a better report with game settings and a resolution that makes sense, I would suggest the middle setting on the graphics slider.
Also the CPU factors into performance somewhat. -
Different zones are stocked with different mixes of critter groups. Now invention salvage can be divided into either tech based or magic based and most groups drop one or the other, few drop both. So if you want to get some necessary magic I-salvage it would be best to target critters that drop that kind of salvage and they may only appear in certain zones.

Yea, the 860 is fine, only 10% or so slower in games than the i5-3570K. The GTX 670 will make the most difference with the SSD making loading like butter.
Sadly, or correct from an engineering aspect, all the really good coolers on the market require a back plate due to size/weight/center of gravity issues. It's something you really don't want to shake loose or torque off.
More memory the better but if you aren't ever getting close to using the amount of memory you currently have, you aren't going to see any noticeable difference. -
Let me also point out here that the INF cap on F2P/Premium player in quite low, relatively speaking. 25 million at Tier 1, 500 million at Tier 2 and 1 billion at Tier 3.
Pointing this out so some sugar daddy doesn't try to drop a billion on her that most would be loss. -
You haven't really given us tech folks a lot to go on about the rest of your system. Just make sure your new system has a decent size power supply with a good amount of amps at 12 volts then it doesn't really matter what you get. I'm going to go with the premise that it'll be based on one of Intel's current crop of i5 or i7 CPUs.
From a high end price/performance I favor the GTX 670. 2GB of memory is fine unless you are planning to run at ultra uber resolution (using 3 1920x1080 monitors in a 3240x1920 configuration) with AA on. The 670 is around $100 (20%) cheaper than the 680 and is less than 10% slower. -

Most are overlooking the fact the OP is a F2P/Premium player and most likely not getting iSalvage and recipe drops and/or has no access to the CH/BM.
I have a couple of characters currently parked in their mid 20s and the orange salvage and desirable recipes has grated then over 10 mil apiece which would be enough to keep a character in SOs all the way to 50 so no real trick there is required except the ability to sell stuff at the CH/BM.
Otherwise it's pre-issue 9 techniques of running store to store every few missions to afford SOs. -

Edit: My bad, originally credited the MRO for acting as the comm relay. Forgot we actually have more than one orbiter around Mars that's still working. The Mars Odyssey handled the comm relay during landing. -
Back in the "old days" before the auction house, it was common to not be able to afford enhancements, especially SOs when they first become available. Sure you should be able to buy a few but IIRC I wouldn't be fully SOed until the low 30s.
Since standard enhancements wear out you constantly need to repurchase them to keep them fresh and since leveling is faster nowadays one way to pause and earn more INF is to turn off XP for a while. You will still get INF and enhancement drops and at least in Paragon City a lot of content in the 20-30 range.
So you could shut off XP for a play session and sell the enhancements in the stores that pay more. -
Yes, NCSoft's web team's attempt at making accounts more secure only allows 8 hour logins if you stay connected with the browser up. However either your IP changing, you closing your browser or 8 hours elapse you will need to login again.
There are a number of threads about this with one or two with CS's response that its NCSoft's doing and they can't do anything about it. -
Best Buy use to only have them around the holidays. I did see one month Game Cards recently, the ones that came with the jet pack for a month but I don't remember where.

I remember the early days. The days of the first Winter Lords invasions. I remember all the Level 20 and under zones spawning multiple copies ... on Victory. Those were the days when the sky and streets were full of heroes flying/jumping/running/jogging to and fro. Days when one SG's attempt to street sweep all of Steel nearly brought the zone down.

Well Murray's been staying away from big budget movies for sometime now. Closest to big budget would have been Zombieland but since he played himself you could say it wasn't really a roll per se. He's been trying to play off his stereotype character of the 80s.
I liked his small part in Moonlight Kingdom. -
