HardwareSecrets signed off on it. Being one of only a few hardware sites I trust with PSU reviews that's good enough for me.
One drawback with Win XP is not being able to access all of the 4GB of system memory due to it's 32-bit nature. The "guts" are great (motherboard, CPU, memory). The rest is acceptable, nothing that screams "It's a trap!", just off brand or not the usual suspects.
So besides the video card there's the Microsoft tax, AKA a copy of the OS. An OEM copy of Win 7 SP1 is available at NewEgg for $105. -
Hot fix on the 7th should fix the problem with needing SP3.

The channel where canceled Sci-Fi TV goes to be rerun, SyFy, is starting to show Terminator: The Sarah Connor Chronicles Thursday at 9p EDT, 2 episodes. The next Thursday it's 4 episodes starting at 7p EDT.
Wonder how much longer till Dollhouse is on? -

Well it's 4GB minus whatever is allocated for hardware such as graphics cards, hard drive controller, etc. It varies.

WoW is less than six months newer than CoH (WoW - Nov 23, 2004, CoH - April 27, 2004).
What's likely happened is either Paragon Studios updated the compiler tools they are using and programs compiled with them now require SP3 to work or the NCSoft Updater, which will eventually be required, and developed by "someone" at or for NCSoft requires SP3. Either/or, SP2 is considered unsupported by Microsoft last year so there is no reason NCSoft should officially support it.
They did the same thing with Win 98SE a few years back when Microsoft ceased support. -

Just as at some point in the past Win 98 SE support went away, XP support now requires SP3. -
I have a different problem. With no pre issue patch due to the new updater it is going to take me a very long time to get the issue patch since I'm limited to 5 hours of connect time a day on dial-up. That's about 80MB a day. I assume the new updater allows interrupted downloads (it better or I'm SOL).
At least before I could get the bulk of the patch over a couple of weeks and only have to deal with a 30-40MB patch on release day.

Ditto on the ditto. When it's bad it's very bad. No CityofHeroes.com and no boards.cityofheroes.com. However they ping fine and tracert/pathping just fine.

Doesn't matter, the purpose of the pre patch was to do distribute the bulk of the assets (sound, textures, animation, etc.) to everyone well before the release date. There are still some of us who aren't on broadband and some issues would have taken a week (due to auto disconnect and daily connect connect time caps) to download.

I think that was an eyebrow raiser for some of them on the ship as well. Anyways, bound to happen, it's been 6 months and there are more the standard four women that always have lines on board.

Note that with the new NCLauncher there is a checkbox in the Advance tab under File->Settings that allows launching multiple copies of the game.

The latest gen are now either integrated Sandy Bridge graphics or AMD.

Well the GTS 450 is in je_saist's list but the GTX 550Ti just came out a week or two ago. The GTS 450 is about 15% slower than an HD 5770 and the GTX 550Ti is about 15% more.
If I was going to recommend either of those two, I agree the CyberPowerPC one with more memory, a faster video card and a pretty nice case but a slightly slower Sandy Bridge quad core without hyperthreading is the better choice. -

The GT 420 in an OEM card, essentially it's half of a GT 430 in terms of hardware. It's designed for PC manufacturers who want to say they added a video card but don't want to pay for the standard low end card that MicroCenter sells for $70-80. Still, it's likely faster than the integrated one in the CPU but for gaming as Cyrano Jones once said, "Twice nothing is still nothing".
The two major problems with that and nearly every store bought/built PC is the graphics card and the power supply to support a better one. Yes, it has lots of memory, the top end Sandy Bridge i7 but on the down side it has a variable speed eco hard drive, not as fast as a fixed speed 7200RPM hard drive, and the before mentioned puny video card and anemic power supply.
I think you will be hard pressed to find a computer that meets your requirements in a store. My suggestion would be is to look at having one built at CyberPowerPC or iBUYPOWER or getting one of their pre-built systems from someplace like NewEgg. For instance this and this are better gaming systems for $900 and they should be able to do ultra mode with ease.
