You're right, pretty much any stealth-giving power added to the proc gives full invisibility or beyond (for me, the Speed pool offers more upside than the Stealth pool, but of course YMMV). -

They do, but not while in Praetoria. Currently, you can only advance to level 20 in Praetoria by doing the content that is there (of course someone could level pact or street hunt or otherwise grind up to 50, but not via normal mission content, so it's really not done commonly) and are then directed either to the Rogue Isles or Paragon City. Once there, your toon would then advance to 50 and experience the PPPs or EPPs as normal.

You will use Paragon Points to buy everything in the store -- you won't directly buy anything. So I believe the answer to your question is "yes". (The booster packs will be sold in pieces, by the way.)
However, there is no credit earned on any of this until I21/Freedom goes live later in the year.
And the monthly stipend of 400 PPs (or 550 for some veterans) does NOT count toward "bought" PPs for credit for additional Paragon Rewards Program tokens. -
Exactly correct, Forbin. There was a time, with Items of Power, where the system was supposed to be set so that you had raiding "windows" where other SGs could raid and steal the IoP, but it was never fully realized. The base raids that existed were only for fun/PvP practice/bragging rights and had to be purposely scheduled between SGs.

I didn't see it mentioned, but currently Ouroboros access is gated at level 25 (although this seems to be changing downward to at least 14 with the release of CoH: Freedom from what we've been told so far).
So you'd have to level up at least that far without consistent Flashback access (lowbie Flashback via base access, the viability of which people disagree on, notwithstanding). -
