You will use Paragon Points to buy everything in the store -- you won't directly buy anything. So I believe the answer to your question is "yes". (The booster packs will be sold in pieces, by the way.)
However, there is no credit earned on any of this until I21/Freedom goes live later in the year.
And the monthly stipend of 400 PPs (or 550 for some veterans) does NOT count toward "bought" PPs for credit for additional Paragon Rewards Program tokens.

Clicking on the linked image above will take you off the City of Heroes site. However, the guides will be linked back here.
Current proposed dollars to points is $5 for 400 Paragon Points.
Now for every 1200 Paragon Points you buy, with real money, you will get a Paragon Reward Token which you can use to unlock a Paragon Reward. You will still have 1200 Paragon Points that you can use to buy stuff from the new store.
As for the various packs, the "known" cost and items available from the store is limited and may change before Freedom launches. We simply don't know if it will cost the same or cost more or less. We don't even know if the full packs will be available in the store. Link to what we know of right now.

That takes 34 Tokens (or only 33 if the First Tier is granted free to Vets like it is to newbies). Tokens at the time FREEDOM goes live are figured as:
N/3 + N/12 = Tokens.
Set Tokens at 34 and solve for N.
N equals 81 months (6 years, 9 months)

So if I'm reading this correctly then anyone that has over 81 months of vet rewards when Freedom goes live will automatically be getting the additional 150 PPs?
Another question comes to mind.
If N equals 81 months does that mean that the players with 81+ months vet rewards at the start of July of 2010 will be accruing 550 PPs credit instead of 400 like everyone else with an active account.
It's just idle curiosity. I really don't care if we don't, I'm grateful to be getting the 400 PPs credit per month. I'd just like to keep the numbers straight.

Keep in mind that you'll need to fill a row to get to the next tier. 81 Month vets get 33 tokens, and that Tier 9-Tier 9 VIP are pretty much the same thing. Premium (free) players can be Tier 9, but not Tier 9 VIP (unless they subscribe for that month). [EDIT] The numbers in red are the Year Bonus Tokens. [/EDIT]

Thanks Snow. I just hit 84 months this month so, "Yippee!" Even if I'm not eligible when it goes live I'll be close enough to taste it.

Oh you wanted details. .... One of the benefits of unlocking Tier 9 is +150 Paragon Points per month for VIPs. Tha'ts a tier level benefit not a token reward.
Right now if we are adding things up right 84+ month vets are going to have Tier 9 unlocked. Bother now I'm confused... No I think I'm an 87 month vet and counted that I would have 2 tokens to use in Tier 9 at this time.
Additionally if I'm reading what has been said we have all been earning 1 token/month starting this month so if Freedom launches in September everyone currently subscribed should get 3 extra tokens above and beyond what you get for the VET to Rewards conversion.

Are those +150 points something you automatically get when you hit tier 9, or are they something you need to spend a reward token to get? I can't really tell from the charts what comes as a virtue of hitting level 9 and what is an optional purchase.

Basically if you read the whole set of slides you will see that each tier gives specific benefits for achieving that tier. Generally these are unlocks for Premium level players ie the Mastermind and Controller being unlocked by achieving Tier 5.
The second thing is on each Tier is a number of slots that you can spend your reward tokens on. Each slot rewards its own benefit that generally matches existing Veteran rewards.

If as some are saying 84 month vets immediately unlock tier 9, why does the image up there say you start with up to 29 but need 34 to hit tier 9?
I'm not saying your information is wrong, just wondering at the inconsistency between the two stand points.

If you have subscribed for at least 24 months you get +1 Token. (Ie. 2 Tokens beyond your Vet Reward count.)
If you have subscribed for at least 36 months you get +1 Token. (Ie. 3 Tokens beyond your Vet Reward count.)

So according to the newish info, you can "Earn 1 Reward Token for every 1,200 Paragon Points (approximately $15) that you purchase through the Paragon Market."
Are the different booster packs and such in the Paragon Market? If so, will they count for points if I buy them now? I can buy Paragon points at least, right? That's not limited to the 400 monthly?
