WRT Epic and Patron Power Pools:
For your scrapper, the Epic Power Pools for Scrappers:
Will have to be unlocked by going Villain (or moving on to Rogue) and then completing any first arc from any of the Patrons. See Arbiter Rein when you do go red.
Once the PPPs are unlocked, they're always unlocked even if you 'go blue' again.

Nothing will change until you choose to respec that character. Once you do, the entire Fitness pool will become inherent at level 2 and you can slot up the powers as you like during the respec process.
Legacy Fitness will work exactly as it used to, but when you respec or start an alternate build, you'll get Inherrant fitness, and then be able to select 3 new powers. However, you still have the same number of slots to distribute, so unless you can shift a few slots over from other powers (usually by frankenslotting) it's best to pick up things that don't require much slotting (hasten, combat jumping, hover, tp friend) or can be used as a mule for things like Luck of the gambler's recharge boost.

They do, but not while in Praetoria. Currently, you can only advance to level 20 in Praetoria by doing the content that is there (of course someone could level pact or street hunt or otherwise grind up to 50, but not via normal mission content, so it's really not done commonly) and are then directed either to the Rogue Isles or Paragon City. Once there, your toon would then advance to 50 and experience the PPPs or EPPs as normal.

so been awhile awhile just picked up going rogue and have been getting back into coh/v heavily however took me some time to settle on a toon(i was disappointed was no DP for dom's *sadface*) now have pretty much got myself sorted! however i came accross some things made me scratch my head!
First tips system i'll start there, i think this is used to gain alignment toward attaining faction so you can switch sides. however is this also used like reputation unlocks other things? and as a preatorian did i need to mess with this at all?
Second question is epic power pools, i know heroes and villians each have own pool but, if a scrapper say goes villian side will he get access to patron powers? or will he get his hero side epic power pools(i forget what they were called off hand) because that has crossed my mind and not found any decisive answer yet. also do pretorians get access to any of epic power pools? i figure depends on side but i thought i'd ask to be sure.
Also i know stamina and such is inherient but what happens if you had a toon had taken it as a power before the change, do they get powers? or how will that work?
think thats it... just pressing things i need to know! ><
