I have those sets in Trip Mine, Fireball, Fireblast, Blaze and Inferno. I was considering keeping Inferno but I guess it is also only very situationally useful in PvP. -
I have a fire/devices blaster, PvP in RV mostly. Two powers have Obliteration (5 of 6), Two powers have Devistation (5 of 6), and one power has Positron (5 of 6). I left out the 6th PROC enhancement in all of them and put regular IOs in that 6th slot instead.
I'm contemplating filling out each set with its PROC IO. But that 6th slot with a regular IO sure offers a big enhancement to one aspect. So my question, all else being equal is (PROC + 6 slotting set bonus) > = < than Regular IO in that 6th slot. -
Well i13 did bend the survival curve moderately, reduce spikes/instadeaths...at least for a short while. Spikes seem to have note returned to the pre-i13 days for some reason, not sure why. I suppose folks adjusted their builds/enhancements to bring their spikes back up to pre-i13 levels maybe.

I'd say Defender, in particular I'd FF/Electric I suppose. Controllers' primarires are the same support powersets as Defender, with a slightly smaller modifier, plus they have a whole 'nother support powerset as their primary. 2 support powersets > 1 support powerset.

With some more information about the system in hand, we might be able to identify one or two problems. Many players recommend using HijackThis to find out what programs are all running. I don't, mostly because the program is from TrendMicro. I normally use tools like Spybot Search and Destroy or TaskLisk to check running processes.
If you are confident nothing else has changed in you're computer's software aside from updating to I16, some hardware information would also be useful.
What OS are you using? Apple OSX? Linux with Cedega? Linux with WINE? Windows NT5 (2000pro / XP)? NT6 (Vista / Vista SP2 aka Windows 7)?
What graphics card are you using?
How much memory does your computer have? -
After extended periods of playing CoH crashed along with an Out of Virtual Memory error from Windows. I've never had this happen before. Is there some kind of memory leak in CoH introduced by i16?

If after all those boosts (drone/tactics/IO) and your precep isn't blue (meaning capped) then....there's something wrong and they changed something, i'll check mine and send a bug report because i havn't heard anything. -
Villian Hibernate has become very popular. It's used prodigiously on Protector in RV. From my experience due to it's fast activation times (.5 sec) it can snatch victory from the jaws of defeat in most situations, dare I say practically all. IMO its effectiveness should be reduced mildly in some way. A few suggestions off the top of my head (pick only one): Increase the recharge time. Increase the cast or activation time. Allow a phased player to attack someone in Hibernate. Add a significant travel suppression when the toggle drops (that would also be consistent with having just come out of deep-freeze). Apply a short interruptability to it.

According to paragonwiki the Hero Perception cap is 1153 and the Stalker stealth cap is 1143. So if you have max perc you should be able to see a stalker with stealth cap within 10 ft, right? However the numbers in paragonwiki seem to conflict with a sentence in the same section which says "Maximum total Stealth and Perception for players depend mainly on level, with Stalkers having higher Stealth caps." I'm I mis-interpretting the numbers?
In any instance I'm not at that 1153 perception cap...yet. My blaster has Targeting Drone, Tactics, and the Rectified Reticle +perc unique, which gives me a total of 1142 perc in PvP. My second question is there any other addition I can get for my Hero for that 11 extra feet of perception.

In the old forum I there was an area which listed my posts where I could jump to them quickly to see replies to my posts. For the life of me I can't find the equivalent in this new message board system. I'm not talking about PM's, I'm talking regular posts, replies and such. I read the FAQ and such but there was nothing on this.

An expansion largely built around being able to change my morality and tossing in a new story line doesn't matter much to me. The two new AT's sounds interesting, but I'll withhold judgement on that. If they are just different versions of a MM and blaster -- variations on a theme, then meh again. To me the news in the article is the fact that there is nothing new beyond what we already know. I was expecting a graphics upgrade to the engine. Better yet I was hoping they'd add some dramaticley new and interesting tasks to complete missions besides the monotonous killing baddies, clicking glowies, and escorting. Or new mission dynamics completely. Those would be big changes which if they were part of the expansion they would be marketing. Disappointed so far.

They don't do professional trailers like this one very often, most are usually demo record style. So I maybe this Going Rogue Issue is something special. That new city skyline in the video looks very intriguing. -

It says the person is "invited" to have their fortune read. So it sounds like you get a yes/no prompt to be read. -
I love the two comics, very funny and true. The base is quite amazing also. I didn't realize you can have multiple floors in your base. I have a modest base, do you have tp purchase any expensive plans to be able to do that?

That's where the timings start out at the beginning of the demo at say for example 1000, 2000, 3000, 4000, and then all the sudden it jumps to something like 600,000. So you are just standing there on the map doing nothing for 600 seconds (I believe 1000 is one second) until the action part of the code is reached in the timing. I hope that makes sense. -
I'm curious how much the influence spammers/factories inform the DEVs decisions when they designing these various new features. You know, those darn emails about X influence for $10 and such. I suppose they would start selling Merits as well if they were trade-able which would distort the market to some degree. It seems to play into their decisions to some degree.
