Which do you think PROC IO or Regular IO
What powers are they? If one of them is Inferno, my advice would be respec out of it. No joke. If the other is Trip Mine, don't bother and use the slot in a power you're more likely to use in the course of normal (i.e. not just TP Foe into traps) PvP.

I have those sets in Trip Mine, Fireball, Fireblast, Blaze and Inferno. I was considering keeping Inferno but I guess it is also only very situationally useful in PvP.
For a Fire/Dev the only powers you'll need are Flares, Fire Blast, Aim, Blaze, and Blazing Bolt if you want it (for situational use or set bonuses); Webnade, Caltrops, Targeting Drone, Cloaking Device, and Taser/Trip Mine/Gun Drone if you want them. Reason you'd drop Inferno and Fireball is because AoE's generally suck in PvP after the I13 damage rebalancing.

I have a fire/devices blaster, PvP in RV mostly. Two powers have Obliteration (5 of 6), Two powers have Devistation (5 of 6), and one power has Positron (5 of 6). I left out the 6th PROC enhancement in all of them and put regular IOs in that 6th slot instead.
I'm contemplating filling out each set with its PROC IO. But that 6th slot with a regular IO sure offers a big enhancement to one aspect. So my question, all else being equal is (PROC + 6 slotting set bonus) > = < than Regular IO in that 6th slot.
