It's 2.5% S/L Defense & 1.25% melee at the normal level and 5% S/L % 2.5 melee at superior. -

Beltor mentioned it in yet another "Port Ninjitsu to Scrappers' thread when he pointed out that it could be used as the basis for a new set based on Bushido, or the code of honour of the samurai.
I thought I'd try a hand at making such a set (Although I doubt the devs will ever see it, sad to say) and figured I'd get some opinions back.
Level 1: Focused Senses: Toggle: Melee Def (14%), Def Res Debuff (17%). Costs 0.26/s
Level 2: Warning Senses: Toggle: Ranged and AoE Def (14%) Def Res Debuff (17%), +Perception (70%). Costs 0.26/s
Level 4: Samurai Rebirth: Self Heal (25%), Toxic Res (15%). Recharges in 60s.
Level 10: War Cry: PBAoE Defense Debuff (20%) for 30s. Recharges in 60s.

Quote:To be fair, the idea that Stalkers shouldn't get Titan Weapons or Sheild Defense is kinda sound from the concept. Stalkers are meant to be assassin's/ninjas/scouts who tend to rely on stealth and speed. Holding a big shield or massive weapon isn't conductive to either stealth or speed. Because if the set had mechanical problems working with the AT, then you could simply change 2 (if there's nothing wrong with Scrappers granting cover, there's nothing wrong with Stalkers doing so) of the powers to have worked: 1st being Phalanx Fighting for Hide and the 2nd most likely a click buff for a burst of damage.
But to be more clear about what I said before, I was talking about the justification for not giving Stalkers that set hinged on the set's theme not being in line with the AT's theme. Whether that reason is overturned or not only really defines the pecking order:
The devs said Stalkers may get Titan Weapons ported to them despite what they previously said about it not being 'subtle' or stealthy. Scrappers can get Ninjutsu, a non-thematic set for them, *AFTER* the devs somehow prove they aren't holding such double standards to other ATs.
Porting Nin to Scrappers is something I support, but the idea brought up earlier about making a new set, Bushido, based off Ninjitsu and remade for Scrappers sounds even better. Probably defense heavy (Positional) with +Perception and -to hit debuff resistance. Instead of a click hold protection power, maybe a toggle with stacking resistances (Ala Invivibility's Defense). Make the T9 a mild boost to defense and resistance that doesn't have a harsh crash, but can't take recharge enhancements.
Something a little similar, but also different and opposite. -
In general it depends on one of two things.
How much S/L defense can you get in?
Are you going to blap or stay pure ranged?
Other considerations...
If your going to use Devices then you have no melee attacks in your secondary, meaning ranged defense is your best bet.
If you're only going to stay at range then that's probably your best best.
If you are going to get Scorpion Shield/Frozen Armor you can crank your S/L defense up even more, provided your not going to use another epic.
If you plan on using your melee attacks then you should get S/L. -
It's probably better to slap it into Crush or Gravity Distortion or some other control power you're using agian in, say, 7 seconds or less.

Also worth noting is that the upgraded and un-upgraded sets are mutually exclusive, you can't have one of each. For example if you have Blaster's Wrath: Accuracy/Damage slotted in any power and you try to slot a Superior Blaster's Wrath: Accuracy/Damage in any power it'll tell you you can't because it's unique.
Also if half the set is normal and half the set is upgraded you get the first two set bonuses twice as it treats the as seprate sets. -
Time Bomb has uses, but they're limited to AVs (While they're attention is elsewhere), an opening attack while soloing (Toe Bomb them, wait, boom) and if you set it then pull people to you. Oh, and as a set mule.
I do think the interupt time should be gone and the animation time reduced. And the timer lenght as well. -
Summed up...
The ATOs can only be used on the AT listed. IE; Blaster's Wrath can only be used on blasters.
Paragon Wiki lists them all.
To upgarde them you use an Enhancement Catalysts at level 50. This increases their stats AND bonuses. -
I have 6 slotted it, but on Willpower and in Rise to the Challenge.

I'll add that, in general, Global Recharge is less of a concern on melee classes. The exception is Regen, as you need those heals up as much as possible.
For the other sets defense tends to trump recharge because you want survivability over faster recharge. IE you want to live long enough to see it recharge and very few attacks/abilities melee classes are on real long timers.
That isn't to say you shouldn't jam in as much recharge as you can anyway, as it means your big attacks are up sooner and more often. -
Slight change to the build now.
Dropped the Chance of Smashing Damage from Explosive Arrow, moved to the slot to Blazing Arrow. It's unslotted in Mids, but it is slotted in the game with a brand new ATO set, six slotted. So the recharge will be 87.5% rather than 78.8%. Mostly the extra Range should be nice, as will the extra 1.8% E/N.

I still need to IO out my TW/Fire Brute.
She needs to pop purples at the moment to solo really well, but I'm aiming for 32.5% defense. -
My attitude when form TFs is 'Bring what you want.'
Unless I'm running an STF, 5thTF or LGTF I don't ask for anything in particular. And usually I want at least one controller... and one tank.
In fact I would take a second tank gladly onto the team. Two tanks means more aggro control, meaning everyone else need to worry less about surviving, meaning they can focus more on doing damage/support. Would a Brute be better than a second tank? I suppose, but the point stands. -

Burnout works best with long recharge powers that you need up NOW. Controllers I could see would love it, those with powers on huge timers mostly. I doubt melee classes would get much use from it.
The one thing you need to remember is it's costly to use. Your endurance gets cut by 1/4 for one minute, costs HALF YOUR END TO USE and is on it's own HUGE timer. It's not a power you can use at anytime, you need to know WHEN to use it. It's also hard to use mid-battle unless you have some blue skittles stocked up, as you'll liable be using your end to surivie whatever onslaught needs that one power up right now.
That being said, when it's used with forethought, it is awesome. -
This si the build I use, but it's a Dark/Dark/Soul. It works out quite well as with Soul Storm, PG and FS it's this side of a Troller for controlling. It needs Darkest Night to softcap, but it still has decent defense. I haven't gotten it fully slotted out yet, but it's very survivable, if a slot grind while solo.

I think in the end the love/hate can be summed up like this.
The lovers love the concept and that it can do a lot of things well.
The haters prefer other sets that do fewer things better.
It could use a little buff, maybe add -Regen to PGA or Acid. Maybe lower OSA's recharge to 150. I dunno, just tossing out ideas.
But it's still a good set. Not grand, but good. -
I do like the build, _Ail_, honestly. However (And I know someone saw that coming) it doesn't match my character concept, ie: an unenhanced stealthy archer. The teleport pool is also there to speed up task force missions (ATT is up only so much, as I mentioned). At the end of the day if I have to pick between concept and numbers I'm more likely to end up on the side of concept. That's what interests me more.
That isn't to say I'm apposed to ideas that can make the build better, and it doesn't mean I can't adapt a build to suit my needs.
In this case it winds up with a build that has lower recovery but lower end drain, higher recharge and softcapped to S/L. While still maintianing stealth/TP abilities. This does mean that Hasten and the Leadership powers gets dropped, but the new build also boasts 27% more global recharge than my last one. The one downside is with Tough acting only as a mule there is no S/L resistance in the build, but I think it can be overlooked.

So whereas almost any other combo could softcap DEF and still end up with high recharge, you must choose one or the other. For me, 81% recharge isn't that great.
I just deleted an incarnate fully T4'd Demon/TA MM, so I know this feeling first hand. I tried every slotting imaginable but best I could get was softcapped DEF (Range and Energy, although I got decent S/L via Scorp Shield also). At least for my primary, +RCHGE wasn't a big deal. And for you, the Corrupter values for debuffs on TA will be better than mine.
I'd really recommend you stick with tried and proven Ion Judgement. Combined with OSA and Glue Arrow, the extra targets it can hit makes it a better pick IMO. And IMO the toolbox metaphor isn't that accurate as what you really have are 3 powers that do almost the same thing combined as a single application of a power from almost any other set. Even Synapse has acknowledged that the set needs work relative to all others. For this reason, I'd suggest you drop both PGA and Flash Arrow at a lvl 40'ish respec.
Flash Arrow really becomes worthless when you have steamrolling teams...and by your 40's almost all teams are steamrollers, so Flash has zero value at that stage. And PGA, already a weak power, becomes even less useful one-slotted and all but worthless when playing on a team of steamrollers as well. Again, these are both likely useful to you when you are lower level but later they are just wasted shots. Even with my own uncontrollable demons, I found myself shooting Flash and PGA just because they were up, not because they were doing anything useful. Recall Friend at lvl 50 seems like a throwaway power choice to me. Everyone and their brother has Assemble the Team anymore and I find most Defenders still go with RF somewhere in their pool, so not sure why you have it versus Hasten in there.
If you dropped the PGA and Flash arrows on a respec, you could then Hasten, SS and Burnout. Hasten won't be perma, but it will make your 81% global recharge count for something more when it is. And Burnout isn't a bad "oh crap" power, allowing you to insta-recharge all your primary/secondary powers in a tough situation. Imagine this: EMP Arrow + OSA + Fistful + Rain of Arrows + Burnout + Repeat all the above instantly. You will likely have to pop a blue skittle in there somewhere, but in the BAF or LAM or any of the iTrials it all but wipes the map of any adds. And although some people don't like the "fiery feet" look of SS, you could always just use it with Stealth (which you've taken) to give you the ability to ghost a mission when necessary. You can drop your Zephyr -KB into SS instead. The -KB effect works even when SS isn't toggled on.
One: I want to be able to solo as well, and alone PGA's -Dam becomes a bit better, as does Flash Arrow's -to hit.
Two: RF is useful for when ATT is up or I want to save it while stealthing a mission.
Three: Flash Arrow comes in handy when stealthing glowies because of it's -visibility.
As for Vorp over Ion, more concept than anything. -
I've toyed with Kheld builds in the past, but to me it always seems to be a case of making a Tri-Form isn't easy. Sure, I know not all builds are MEANT to be easy, but when you have an epic AT you expect EPICNESS! I know Tri-Forms exisit, as do good ones, but it's not easy making them.
My own fix for Khelds is simple. Make the Nova and Dwarf forms start with all their powers 2-slotted.
Extra slots means your not dividing the ones you get from leveling up so thin, and it'll let you make a more epic feeling AT.
Then agian I am not an expert in all things Kheld, so someone else would need to say if it could end up too overpowered in the wrong (right?) hands. -
I would also vote for the Bear as the T3 pet, but if it has to be a Dire Wolf for time/budget reasons, I'm cool with it. So long as it's a big, scary looking beast.
I think the all melee aspect of this set, however, is gonna kick butt. I mean now you don't need to worry about a Merc running up to smash things with his gun or a Ninja throwing things instead of running up and slicing and dicing. All melee all the time means you KNOW what they'll do.
