Beltor mentioned it in yet another "Port Ninjitsu to Scrappers' thread when he pointed out that it could be used as the basis for a new set based on Bushido, or the code of honour of the samurai.

I thought I'd try a hand at making such a set (Although I doubt the devs will ever see it, sad to say) and figured I'd get some opinions back.

Level 1: Focused Senses: Toggle: Melee Def (14%), Def Res Debuff (17%). Costs 0.26/s
Level 2: Warning Senses: Toggle: Ranged and AoE Def (14%) Def Res Debuff (17%), +Perception (70%). Costs 0.26/s
Level 4: Samurai Rebirth: Self Heal (25%), Toxic Res (15%). Recharges in 60s.
Level 10: War Cry: PBAoE Defense Debuff (20%) for 30s. Recharges in 60s.
Level 16: Born For Victory: Toggle: +Res Stun, Sleep, Immobilize, Knockback, Confuse, Fear, Hold (Mag 10.38), +Res Dam All (7%). +Res Dam All for Each foe in range up to 10 (1.5%). Costs 0.26. (Taunt Aura if ported to Brutes/Tanks)
Level 20: Rally Cry: +Dam All to Self (10%) for 20s. PBAoE +Dam All to all Teammates (25%) for 20s. Recharges in 100s.
Level 28: Eternal Spirit: Auto: +Regeneration (25%) +Recovery (15%)
Level 35: Battle Reflexes: Auto: +Melee, Ranged and AoE Def (3.5%), + Def Res Debuff (17%)

They did.

Ninjitsu is a positional defense-based armor set with powers that specifically cater to a Stalker's needs: Caltrops, Smoke Flash, Kuji-in Whatever-the-heal-is. Scrappers, Brutes and Tanks don't have access to it.

Shield Defense is a positional defense-based armor set with powers that cater to a Scrapper's, Brute's, and/or Tank's needs: An aggro aura, a damage buff, resistance and +HP, and an extra attack. Stalkers don't have access to it.

Would it be nice to get one or both of these ported to the sets that don't get it? Sure! But it would be a fair amount of work to adjust all the powers that don't work well for the ATs that don't have them. It would be even MORE work to create an all-new set, and once it was released, the first thing that would happen is that the Stalkers would scream "Why aren't we getting this set? We're getting left out AGAIN!!"

Yeah that set seems right overpowered.
I want a copy of that for my stalker if scrappers are getting it.

This counterpart set might be cool, but it is an entirely different set from Ninjitsu, and would not at all accomplish what people want Ninjitsu for.

I wasn't going to comment on that part, but... basically Super Reflexes and Willpower squished into one set? Yeah, a bit OP. :P

Just speaking on the very notion of creating a counterpart to Ninjutsu to port to Scrappers...I don't have a problem with one but I'd be particularly displeased if the devs bothered before porting more sets to Stalker.

Beyond that, I suggested a while back a counterpart to Shield Defense and it was, annoyingly, received as a ridiculous idea. So take that for what you will.

I'm not really a numbers guy, so I wasn't sure if it'd be OP or UP. Hence the desire for feedback.

Can't be too superior to Ninjitsu. The mez toggle should probably lose confuse protection since it's now a toggle instead of click power, though it can probably keep fear protection due to the name of the power.

The godmode, since it lasts for 3 minutes and affects both def and res as well as damage buff means it has to lose HP on crash too. Maybe 75% or something instead of 90% since there's no mez protection built in.

The +res damage mechanic is interesting, especially for a defense set though... though since it affects mobs directly, if you're ever mezzed, the power toggles off completely instead of staying on but suppressed.

Do you purposefully make them overpwoered because you are worried about getting nerfed?

If you know it's going to get nerfed, make it really overpowered so it gets nerfed to the level you originally wanted it to be in the first place?

I want Ninjitsu as it is. No changes other than changing Hide to a generic stealth/+def power. EDIT: And changing Caltrops to something equivalent.


The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.

I like the theme, but the numbers seems to be off by popular opinion. I would be curious what the animations and fx would look like. As far as I am concerned, we can never have too many powersets. The more they produce, the more options we have, and the more unique things become. So given some balance issues, you would have my vote.

Edit: Fearless sounds like it would be the name of a mez resist power, and born for victory sounds like it would be a tier 9 power. Switch the names?

I would like to see something like this give us alternate stance with melee weapon power sets. Like the way ninja run does. Since it would be a blade defense set, make it look that way. I always thought it was weird that fighters with no shield hold their weapon leaving them wide open and unguarded. Some heroes might be "invulnerable" and not need to defend with their weapon, but others are mortal and need to protect themselves.

My thoughts exactly. That power of could be something simple like quickness or a passive resist but id rather it be some kind of survival tool.
