It's not available to anyone, VIP or otherwise. Meaning not at the tailor or in character creation. If you were to create a new character on another server, you wouldn't have access to Wisps there either. If you tried to modify the costume of an existing character who already has Wisps, they'd lose it.
It's on the "known issues" list (has been since it disappeared with the switch to the new character creation UI) and will be fixed in a future patch. -

Two other issues I have with this:- Have you actually played on, say, Xbox Live? Sure, it's fine if you only ever play with friends, but in pick-up games, it's just an endless sea of morons and foul-mouthed teenagers. If I even gave examples here of the stuff I hear constantly (and no, that's not hyperbole) when I play with strangers on XBL, I'd at least have my post modded, and very likely have my posting privileges suspended.
My own language isn't exactly squeaky-clean -- the F-bomb is probably like my third-most-used word behind "a" and "the" -- but I do at least try to be respectful around strangers who may not want to hear that. Most people on the internet have no such filter. There's a reason CoH is the only game I play online with any regularity anymore.
In text, that kind of thing can be filtered out for people who don't want it in their game. Chats can be logged to catch people using abusive communications, and knowing that tends to keep everyone honest. That's not really realistic when you're dealing with real-time chat for thousands of people at a time. The honor system is nice and everything, but the anonymity of the internet tends to mean accountability goes out the window. - I'm a male who plays male and female characters. Pretty much a 50/50 split. The closest thing I have to a "main" lately is female. I don't make a big deal about it, but I don't hide it either; sometimes my character idea is male, sometimes it's female, often based on finding a name free that evokes a character of a specific gender. I personally don't think it's any weirder than when I play a Tomb Raider game or choose Chun-Li in Street Fighter. Normally it's a non-issue, but every once in a while someone will find out I'm "gender-bending" (their term, not mine); usually there's no reaction, sometimes there's some good-natured joking (my SG leader does this), and every once in a while, someone will freak out because I'm "misrepresenting" myself, as if I'd set up a fake dating-site profile specifically to mislead people about my true identity or something. I've actually had one group leader stop everything mid-mission and demand an explanation, then ask if any of the other female characters on the team were girls or GiRL (Guy in Real Life)s. Granted, those reactions are in the vast, vast minority, but I think that's in part because there's nothing smacking people in the face with "this 'girl' is really a guy." If I knew every pick-up group I found would be hearing my real voice attached to the Mother of Invention or Adamant Eve or Girl-Fight, I'd probably play them less. For my part, I can tell you I'd personally rather not know what all those cat-girls under Atlas really sound like.

I bought the pack a few days ago. I can confirm it comes with all the costume pieces and at least the claws, sword, katana, blades and axe (can't remember about the rifle off the top of my head, but I want to say yes). It does not include the sigil costume change emote.

When those tabs first showed up, I assumed (before opening them up and actually looking inside) that the Character Items tab would hold all the stuff for my character -- that specific character's copy of Sands of Mu or Nemesis Staff, that specific character's respecs and tailor tokens... all the stuff that belonged to that character. I mean, it's mail addressed to the "character," isn't that who it's for? I likewise assumed that the Account Items tab would hold all the stuff applied to my account as a whole rather than to one specific character, because it's mail addressed to the "account."
So yeah... backwards. -

In my day, putting a quarter into a video game meant you got three lives, right now, and when it was over, it was over. And the only way to change the character's costume was to use the other joystick so you were the blue commando instead of the red one. You kids today, with your "costume slots" and your "Paragon points" and your "FREEM"... -
Masterminds and controllers are locked on free accounts now. The rationale was that their pets are a drain on server resources, so limiting them to paid accounts keeps their numbers manageable and prevents a lot of the issues that armies of masterminds with armies of minions would create.

While I'm not quite as... vehement about it as the OP, I'm also not a fan of congratulating people for "accomplishing" level 4 or something. I'm always sure to thank people who congratulate me, but I don't worry too much about "missing" it if someone around me levels and I keep on playing.
What does irritate me is those rare occasions where someone gets indignant about having leveled and not been congratulated, and tries to nudge the rest of the group into "remembering" to acknowledge it: "DING." Yeah, that's nice for you and all, but I'm trying to beat up these thugs over here, and that's kind of occupying my keyboard at the moment.
I do try to congratulate people on the big levels (50, say), or if they've been having a hell of a time getting that one level they wanted before they logged off, but in general... I think the fireworks and inspirations and, you know, the level itself, are enough validation. You don't really need me to throw you a party because you've finally unlocked tier-1 pool powers or earned three more enhancement slots, do you? -

Edit- Also, level 9 is a bad time to judge how a power works slotted up since your friend still likely has Training Origin enhancements in his hover. At DO's you'll start noticing a difference and by SO's you definitely will. -
The Print Screen key takes a screenshot and saves it in a folder in your City of Heroes directory (likely C:/Program Files/City of Heroes/Screenshots or something similar).

I tell ya, if I were the guy in charge of deciding who gets into these closed betas, the first thing I'd look for is people on the forums whining about how long they've been playing and how they're entitled to it, dammit. Those are some folks whose opinions I know I can trust.

As a rule, I don't want to be forced into missions I didn't ask for. And I don't think I'm in the minority.
At the very least I know there's a substantial portion of the player base that can't stand not being warned beforehand that a contact's mission is a timed one ("Well, I was going to log off and get the kids to bed, but that timer's going to keep running, and I don't want to fail the mission..."). There are others who get irritated to no end when their plans are put on hold by a zone event like a rikti invasion -- I once had the rikti invade Atlas during that seemingly-endless series of zone-specific mob hunts near the end of the Numina TF; we had to find Hellions (I think), and they had to be in Atlas Park. So with an invasion in progress, there was nothing for us to do but drop everything and deal with the rikti, even though none of us wanted to do it and most of us had the related badges and accolades already. We came away sort of resenting the whole invasion structure, something that should seem cool and heroic.
Things like that may be more "realistic" in theory but they're not more fun in practice. The fact is, when I get on the train, it's because I'm trying to get somewhere. Maybe to the mission I actually want to do. Maybe to the nearest trainer so I can grab that awesome new power I've waited days or weeks to get. Maybe to the day job location where I want to park the character before I log off and go to bed so I can wake up on time for work in the morning. -
Am I crazy*, or is there a similar set-up already at work in Super Strength? I seem to remember at least one or two of the powers (Jab and something else, maybe) having separate "right" and "left" animations.
I made a SS brute a while back with one massive robotic arm and one normal one, and I remember wishing at the time that I could make him use the mechanical one more (or take the meat arm out of the rotation altogether). Not that I'd ask for that level of control or anything, it was just sort of an idle musing.
Either way, I like this idea.

Some wings are bought at Wentworth's or the black market. Angel (feathered) and demon (leathery, but different than the dragon ones you can purchase) wings are the 15-month vet reward, and the valkyrie (metal feathered) and armored valkyrie wings are part of the Mac pack (which, again, you don't need a Mac to use).
Wings take up the same space on your costume as a cape, so you can't have both, but any wings you've got, no matter where you got them, are available as soon as you get access. So a 15-month vet, for example, can make a brand-new level 1 character with angelic wings, but can't put a cape on that character, even when they reach level 20, unless they remove those wings in order to open up the "back item" slot on their costume. -
A couple of clarifications:
If you pre-purchase (which is different from a pre-order) Going Rogue, you'll get early access to Dual Pistols and Demon Summoning; Pistols will come as soon as you pre-purchase, which is supposed to be available in time for this weekend, but Demons won't show up until next month. They're not even on Test yet.
A brief description of the item pack has been released (in the same postings as the description of the pre-purchase); it will include "alpha" and "omega" themed costumes and auras (whatever those mean), new emotes, and a stealth power. That isn't included with the pre-purchase, but will be available as a booster when Going Rogue actually launches in July.
The item pack will also be included in the cost of the "full" version of GR (as opposed to just the add-on if you've already got CoH), but that version isn't available for pre-purchase; only the upgrade is. The full version will come with the standard "I just bought a new copy of the game" free month of play, though, so it's technically probably a better deal from a purely monetary standpoint. You just have to wait until July for pistols and demons, is all. -

It's absolutely workable, the question is whether it's worthwhile. And a self-inflicted debuff with no in-game advantage isn't going to have much use for the vast majority of players (my trays are full enough with stuff I barely use, thanks), so is it really worth the devs' time, effort and money to implement?
Yes, there's already a walk animation. A walk forward animation. This would mean creating new animations for turning left/right while walking, walking backwards, and strafing/sidestepping while walking. For each body type. All for the benefit of relatively few people. Sure, it'd be nice, but for all but a few players, it wouldn't see a whole lot of use, being, at best, about as useful as a new emote. Except it would take as much work as at least three emotes -- and that's assuming creating a "reversed" version of an existing animation is as simple as clicking an "invert" or similar button. If not, then it's as much work as five new emotes, since left and right versions of turning and strafing now have to be made separately. So the question becomes whether most players would rather have walking, or three to five new unique emotes. Assuming the animation team isn't working on animations for new powers or something, in which case I have to figure that things like that take priority.
The vast -- vast -- majority of players want to get where they're going faster, not slower. Voluntarily slowing down? I'd call it a step backward, but there's no animation for that. -

In fact, WoW's ever-increasing server population has been doing cross-server PvP (and not PvE) for years. Not among all servers, since they've got dozens, but by breaking them in to groups; "These six servers all PvP together, and these six servers all PvP together..."
It works just fine.
With regards to CoH, I'm not opposed to the idea. I don't honestly think it would encourage many more people to PvP, but at least the tiny percentage of players who do enjoy it would have a larger base of people to do it with. And who knows, that might improve things and encourage others to try it out, and eventually, everyone might PvP. Not likely, but I suppose it's possible.
The thing is, while I support the idea in principle, I (and I think most of the playerbase as well) just don't care enough about PvP to believe it's worth the effort of making the change. Still, if it happened, I wouldn't complain. I guess what I'm saying is, it couldn't hurt. -
No on both counts.
Here's the thing: I don't want to be forced into teaming. Not ever. And I certainly don't want to be forced, or obligated, or "encouraged" to stay on a team I don't want to be on. Whether the other members like it or not, whether you like it or not, every single reason for quitting a team, from a life-or-death medical emergency to a supergroup commitment to being tired and logging off for the night to just not wanting to team with these particular people anymore, is a perfectly legitimate reason for quitting a team. The only thing that isn't is griefing, and any sort of teaming enforcement system punishes everyone.
Besides, what griefer cares if his progress toward the teaming badge is set back, or whatever little arbitrary penalty is applied? They're doing what they're doing to irritate people -- or in the case of these crusaders who have been infiltrating AE teams, trying to make some ill-conceived pseudo-political statement. They're already risking administrative action from the GMs to do what they're doing, and you think "you'll earn less influence for a bit" will stop them?
Look, I hate it when a team breaks up too. But that doesn't mean the people quitting should be punished for wanting -- or needing -- to do something else, no matter what that "something else" may be. My game experience is not more important than theirs.
Regarding powersets in the team search, I've got to vote "nay" as well; my Trick Arrows defender has a hard enough time finding a pick-up group without some ignorant jerk filtering out all the defenders that aren't Empathy, or Kinetics, or whatever it is they think their team can't function without.
