The contact for the cape mission is the City Rep in Atlas for heroes and your original contact (Kalinda or Burke) for villains.
You must be level 20 to get the mission.

And lather rinse repeat for the aura mission at 30 or higher.
Also keep in mind two other things...
- Single Shoulder Capes are available as part of the 21 Month Vet Reward.
- The High Collar Cape is available as part of the Magic Booster.
Both of these Items are available to Characters from the start. Otherwise, You have to be Level 20 or higher to run the Cape Mission.

Some wings are bought at Wentworth's or the black market. Angel (feathered) and demon (leathery, but different than the dragon ones you can purchase) wings are the 15-month vet reward, and the valkyrie (metal feathered) and armored valkyrie wings are part of the Mac pack (which, again, you don't need a Mac to use).
Wings take up the same space on your costume as a cape, so you can't have both, but any wings you've got, no matter where you got them, are available as soon as you get access. So a 15-month vet, for example, can make a brand-new level 1 character with angelic wings, but can't put a cape on that character, even when they reach level 20, unless they remove those wings in order to open up the "back item" slot on their costume.
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.

Yeah, trench coats (3 month veteran reward), wedding veils (Wedding pack) and dresses (Magic pack) all take up the 'cape' slot as well.
