It's not available to anyone, VIP or otherwise. Meaning not at the tailor or in character creation. If you were to create a new character on another server, you wouldn't have access to Wisps there either. If you tried to modify the costume of an existing character who already has Wisps, they'd lose it.
It's on the "known issues" list (has been since it disappeared with the switch to the new character creation UI) and will be fixed in a future patch.
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.

I have two heroes that I really like playing but they really look great with the Wisps Aura that is available to me on all servers BUT the VIP Server.
My question is WHEN will the VIP Server get the Wisp Aura?
It is kind of frustrating that the VIP (ie Paid Monthly Customer) Server does not include what all the free servers have.
