SR doesn't work great with Rage, as it puts a 10-15 sec penalty to all defense when it ends.
Invulnerability is always a favorite, though one really needs to take every power in the set to shine. If you do go Inv, take the toggles first, they grant more resistance than auto powers. it should be noted, Inv grants NO Psi resist at all.
Willpower is an amazing set. It's low on the agro scale, but great as it grants protection from all kind of damage.
For the Travel Prerequisite, depends on the pool. Leaping, I take Combat Jumping for maneuverability in combat. Flight, I take Air Superiority as Hover doesn't mesh well with Melee sets. Speed, I take Hasten. Flurry is a rather weak attack--Hasten buffs the recharge of ALL your attacks/powers. Teleport? well, I just don't take it much. -
SR also doesn't provide defense against Dominate, which is Psi based only (Melee, Aoe and Ranged def does not work versus it). Face any foe with Dominate and you will be held constantly.

Probably a bug. Check the Detailed Info, it should show the endurance cost--the current cost and the original in parentheses. If the endurance is getting reduced, it should show there.

It will only enhance the speed aspects of the power it's slotted into. I wouldn't bother slotting it into a power like Accelerate Metabolism unless you really really want the set bonuses (or a place to slot another -KB IO).

That's odd, I've never seen it miss before. I fired it off in RV and hit a whole crowd of villains who had just ganked me and it hit every one of em. It has no accuracy slotting in it at all.
Several of the villains in question had high enough defense that I was having trouble hitting them with my regular attacks, even after using Aim.
I've never seen it miss a target in PvE either. I can't accept that I've just been getting that lucky with my to-hit checks.

Most psuedo-pets are as I said, but yes you are right. (I double-checked my Blaster) RotP is indeed auto-hit. -

IMO, most sets for any AT have two skippable powers in both the prime and the secondary. For scrappers, that is normally the first tier and confront in the prime. In shields (the 2ndary), those powers would be PF and GC. Powers are normaly skipped to make room for the fitness, travel, and what other pool one may want to add to best fit their fighting style. In some cases, concept comes into play and changes the selection. If the scrapper's playstyle is one that moves around dropping one mob guy after the other, then GC would be as benificial as steamy mist is to the team on a storm troller that stays at the back to see everything and cast holds and other mezzes. And that power has a wider range. Some of the post I've read are treating shield scrappers with out GC like an emp that didn't that didn't take fort or RA. The buff is good but a team isn't gonna wipe because the scrapper didn't pick up a power that grants an arms length def buff. I know its longer then that but you get the idea.

You completely missed my point. It actually grants the scrapper some bonuses. That's why I took it. -

Okay, I'll explain what I meant.
If you have Broadsword, Katana, Dual Blades, Spines, Claws, Assault Rifle, Archery, Battle Axe, or War Mace any click powers you use that are not part of that powerset will cause redraw.
If you are a Broadsword/Regen scrapper and use the following powers: Hack, Parry, Disembowel, Head Splitter, Reconstruction, Parry, Whirling Sword you will put your sword away for Reconstruction and redraw it for Parry.
ANY weapon set will have redraw any time you use a power that is not part of that weapon set.
Make sense now? The OP was specifically asking about Broadsword and Katana, so those were the only sets I was responding in reference to.

According to Mids, Rise of the Phoenix doesn't take accuracy enhancements. Yet, when I check City of Data, it appears to summon a pseudopet (the Phoenix) which does its attack at base accuracy. I'm not seeing anything that suggests that it's an autohit attack.

Creation of the pseudo-pet is auto-hit(and thus always spawn). The pseudo-pet itself must roll to hit the target. -
It's always worked for me. It does a Tesla Cage animation when it works.

I'd been waiting for years to do a Sword and Shield toon.
It IS incredibly annoying that the natural Sword and Shield combo doesn't mesh because of redraw.
If the animation was nixed it just might fix the redraw problem. -

They should be thanking us crazy Leeroy types for helping them earn crazy XP/Inf/Tickets/etc at such a crazy rate.

*shrug* it's not for everyone. The debuff res is still nice, and are the components of the power the scrapper still benefits from. It's why I took the power, I mostly solo. -

Quickness also grants Slow Resistance, so it is really not a Skip-able power.
The only power in /SR that is skip-able is Elude.

Well, I did say it's still a handy power. I know some folks skip it anyway. As for Elude, yeah you can skip it, but it's good to have in a pinch. I use it more often for the boost to recovery. -
I skipped nothing for my /SR. Each toggle and passive grants def debuff resistance. If anything is 'skip-able' it is Quickness, as it grants no Def. It's still handy, but up to you.
I actually didn't have Weave for a long time, but I very much has a similar build to yours.
Bases on what I see you aren't using IO sets. Do so. They grant greater enhancement than SO's/HO's alone. (If you are using IO sets--Good!)
I have full sets of Red fortune in Focused Fighting, Focused Senses and Evasion. It's a nice set +2% dam, +5% recharge, +2.5 Ranged Def--each.
For Agile, Dodge and Lucky, I have slotted with Gift of the Ancients (Def & Def/Run Speed). Nice for the recovery bonuses, but mostly done because I could not afford the the LotG. (I do also have Kismet in Agile) These are a good home for LotG if you can get it.
Combat Jumping give so little defense, I slot it not for Def, but Blessing of the Zephyr. The +3.13% to Ranged and AoE is much nicer than what you'd get for enhancing the base 1.88% def. (plus being able to bounce around in a fight is just fun)
Tough, I actually 6 slotted. (Res/Def unique and 5 parts Aegis) Aegis Unique is nice for the reduction to Fear and Confuse durations that SR lacks, and 5 parts Aegis grants almost 5% AoE def.
I place greater enhancement in Melee Def, as that set bonus doesn't appear to often. (although a full set of Obliteration in Dragon's Tail will net you another +3.75%)
Aside from Focused Fighting/Senses and Evasion--I do not max out def enh. I often settle for grabbing many def powers and slot for set bonuses. The smaller the base defense the less I need to enhance. -

Woah... learn something new everyday... (I have this feeling that's unintentional since no other rech res power allows it to be enhanced, but I don't know for sure.)
Btw, the def resistance is weird. It's enhanceable on Brutes/Scrappers, but unenhanceable on Tankers. I'm not sure if that's intended or not.

Well, GC allows Defense IO sets, so the Def debuff res should be enhanceable as that's all that can be enhanced with def enhancement. Definitely a bug if it's not enhancing. -

It drives me crazy that powers of the same name do different things in different sets.
I really think Regen: Fast Healing should gain the regen debuff res that Willpower: Fast Healing boasts.
Resilience? I rather like as it is. Mostly because I remember when it was a click power called "Resist Disorientation" that--get this--granted resistance to stun, resistance to stun and resistance to stun.
I like to put Steadfast's Res/Def & 2-3 pieces of Aegis(including the unique--it lowers fear durations too!). When I fight Romy on ITF's I have no need to break line of sight when he drops, he can't stun me!
EDIT: well, ok, if it granted damage resistance to all that would be really cool. (except perhaps psionic--it's really physical resilience) -
I was going to skip it, until it was pointed out to me it does give you (as well as you teammates) def debuff res and resistance debuff res. Even that Defense enhancement enhances the def debuff res.

What hasn't is that the base 30% recharge debuff res is also enhancable. Recharge enh buffs this. My BS/SD is currently running with almost 75% recharge debuff res (including Winter's gift).
I laugh off slow effects. I also enjoy the set bonuses I get from Gift of the Ancients. -

I've done the same in my WP/DB tank. It's not a proc you often notice working, it best chance is versus EB/AV/GM as it only checks to fire every 10 seconds. WP has a hard time vs alpha strikes, and the proc can slow those from refreshing. -
With Vigilance you may be able to do without Stamina. If you do a lot of soloing, you'll need Stamina, as Vigilance does jack squat solo.

It was funny at first, then actually getting killed by my own pet really killed it for me.
