That global bonus is in effect in PvE as well as PvP.
It's the set bonuses you have to be careful with. Each set bonus (for 2, 3, 4, 5, and 6 pieces) actually grants two bonuses. One is only effective in PvP, but the other is effective in PvE and PvP. -

Two accuracy SOs is usually overkill in an attack power. One accuracy IO and one Accuracy/Damage IO is about the same amount of accuracy, but you're getting some extra damage you didn't have before. If you were to then add three damage/endurance/recharge IOs from different sets into one power, you'd be amazed how many SOs that's equivalent to, and it's been done in five slots total.
I'm just offering a suggestion here. You don't have to go for optimization. You don't have to care about set bonuses. You don't have to worry about a "build that will never be finished." You just have to know that every single IO you put into a build makes it better than the day before. -

But I like the game when it's easy in more than just combat difficulty. I like the game when it's not a lot of work, and Inventions are a lot of work. Combat becomes easy, but investment becomes hard, and it's just trading one bad for another, and a much worse one in my eyes.
But you certainly don't have to go that far. Stop by the invention tables in RWZ, a university, your base, or the abandoned labs at the end of the day. Go through your inventory of invention recipes that dropped today, and make a few of them. Chances are there will be a few set IOs that can be crafted. There's no marketing required here, just one extra stop on your way to the vendor. Now see if any of those enhancements fit somewhere on your character. Even if you get a grand total of zero set bonuses, level 50 IOs are flat out better than SOs. Think back to your old thread on dual-aspect enhancements, and how huge the benefits were. It's even better for three and four aspect IOs. Any set bonuses you obtain this way will be by accident, but are benefits on top of having better enhancement values.
If you really can't make that one stop on the way to a vendor at the end of your day, then I suppose I have to respect that. I don't understand it, but I'll respect it and leave you be. I'm just making this effort to stress to you how easy the system can be.

Sam, I hope you realize you're starting down a slippery slope. Before you know it, you'll have softcapped your S/L defense on a fire tanker. And I promise you'll enjoy the results. I've read enough of your statements to know you like the game when it's easy. You don't want anything more than a shooting gallery. Believe me, Invention Sets are how you can turn everything into a shooting gallery.
For me, it's not about accessing all the content. It's about accessing my friends and the content they are currently playing with my favorite characters. I like being my warshade, no matter what level he is. He's fun to RP and he's a blast to play. My mastermind and tank are no different. More importantly to me, though, is being able to play with my friends. And if they're level 20 characters are running a Positron today, then I want to be with them. I don't want to be useless to them because I built with the idea that I'll only be good at 50. -
Update: So this brute went through Praetoria at the standard difficulty. When I hit level 20 and came redside, I changed it up to -1/x3. Better for fury, but not overwhelming. No problems.
Fast forward to level 37. Shockwave and a few sets makes a huge difference. Endurance management is still a bear, I generally don't run all my toggles. At that point I jumped the difficulty again to +0/x5 and this brute has been a blast.
I hit level 40 last night, and here's where the slotting sits for now. Thanks again for the help, everyone.

Scrappers have a higher base damage, so they benefit more from damage buffs than brutes. At their damage caps, scrappers do outdamage brutes.
The largest benefit, in my mind, is not having to chase a Fury bar. Jumping into a spawn and doing full damage with your first attack is something important to a lot of people.
Another benefit is that most scrappers do not have taunt auras. Then again, some people like taunt auras. But if you don't want a lot of attention from the mobs, then a scrapper will be more fun for you. -

You will not get auto kicked if you're on a TF for AFK. Also, you cannot be auto kicked while on a mission map or inside a SG base (technically the same thing).

"It's not necessary or beneficial, the devs should not waste the resources to implement this" is a logical conclusion, and right now, the one that your suggestion is faced with.
