If you were King of Paragon Studios for a day
Have all the devs down tools on new content for a day and see what bugs can be resolved in the existing build.
Something for everyone you see, graphics glitches, costume inconsistencies, AI pathing, power descriptions, power icons, power detailed info, checking mission door spawns, etc.
I reckon a day of this would see some healthy changes

okay, now seriously, this is a tough question. Namely because it's next to impossible to know how or if any coding could get done in a day, or really just what can be done in a day at Paragon Studios.
maybe give new skins to lowbie villain groups like hellions and skulls as well as a few new members in their roster? this assumes the dev tool to make some new enemies isn't much different than the AE Critter creator.

A new TF monthly with new maps even if it's only 30-60 minutes.
Allow users to buy their subs forward to get the veteran powers :-)
Example, let me buy forward 3 months(44.97 USD), 6 months(89.94), 12 months(179.99), 24 months(359.76).
Include High Quality AE Mishes in the WST.
Have them drop everything to work on changing the Hasten animation, and if there is time make pool powers customizable.
I have a feeling that a day is not long enough to get anything done that I really want.

Use my power for Evil answer: Death lottery! Go through everyone's account and delete one character, chosen at random. Will you lose the 50 that you spent 3 billion influence to purple out? Will you lose the the guy who's been sitting at level 4 since the day the servers opened? It's all a roll of the dice. And since I'm only in charge for one day, someone else can deal with the fallout!
Use my power for Good answer: Flag all the NPC costume parts for use by players. Screw clipping issues and awkward animations! We already have those anyway, and people seem to be able to avoid messing things up. So open the floodgates!
For that day, I'd coordinate with NCSoft and by the end of the day, create or contract a 1-800 (and European equivocal) support number for players to use to call when they have problems with their accounts, instead of the current non-toll free system they have.
If I had time left in the day, we'd take the dev's spreadsheet of Jay's costume request thread, and get the top 10 at least started. Intertial energy in this might get the ball rolling.
Oh, and free server transfers for the everyone for the day!

Teams are the number one killer of soloists.
I'd set the entire dev team to spend the day playing AE. Every farm they come across would be deleted and the creator's AE slots locked. Every arc that's broken due to a patch that probably happened a year ago would have the author notified via global tell, and if it isn't fixed within 30 days it would be removed. At the end of the day, everyone would pick one arc to become Dev's Choice over the next few months.

There I was between a rock and a hard place. Then I thought, "What am I doing on this side of the rock?"
I'd make TFs launchable by a soloer. If it proved to be too much to do in a single day, I'd just lower the requirements to 2 persons to start any TF - that one should be just a matter of changing a few number entries, I suppose.

Finish powerset proliferation.
Buff the underperforming powersets.
Buff the ridiculous crap powers (like give Corrs, Defenders and Blasters the Dominator versions of snipes).
Rebalance Stalkers.
Buff the crappy IO sets to bring variety to build options (3% Debt Reduction? 2% Immob Resist? Seriously?).
Do a pass over the Epic Power Pools to make them evenly balanced (example for Defenders: Shocking Bolt (Tier 2) and Dominate (Tier 1) are 16 second recharging powers, the hold powers in the Patrons are 32 seconds... damage values are all over the place).
Provide parity between Defense and Resistance set bonuses, to give people an alternate slotting choice (and, coincidentally, put resistance based powersets on more even footing with the defense ones when using IOs).
Sure, that list might be more than a whole day to do, but most of them are stuff I've already thought about and made a list for. There's a reason I'm the Mids' guy.

Maybe it stems from being a Pinnacle player.....but it seems most of the answers involve the devs working on stuff you want.....
.....I get 1 day? to hell with work, what can I really get done in one day? Lets party!! I wanna hang out and get to know the people behind the game that has kept me busy for 7 years....and drink lots of beer.
1: Hasten! Hasten would drop the fiery hands effect, absolutely.
2: get them to cram in as many goodies for bases as possible from already existing in-game models. I'd make sure the first one would be a swim-able pool like in that one Cimerora cave map, or swimable Ouroborous pool. (the pool in Ouroboros used to be swimable). Then pool tables, vending machines, the new flat computer screens, etc. Look though the model files and go nuts making packs of base rewards for supergroup bases.
Art team: improve some of the sloppier faces. Add more if there's time.
Powers: Add fire defense type to pure toxic attacks so they don't just blow by all typed defense. Add large regen debuff resist to all regen powers; as is, a +3 enemy hits you with a regen debuff and you lose 1300% regen. Out of probably about 500. Allow taunt slotting in ancillary tank pools. Reduce mag 100 stuns to mag 10.
Coding: Fix ouro portal interrupting long teleports. Add more base porters, to firebase zulu, maybe other shadow shard zones, sewers, etc. Fix click targeting so that you can actually target what you click on; currently, it often fails to target anything when you click and you have to move the camera around and keep trying. Add more build slots; If you only play a couple of characters, 3 isn't enough. Revamp LFG and search windows and adding a server-wide LFG channel.
Congratulations. You're King / Queen / Warduke of Pragon Studios for a day. You can order the team to do anything, but it must be completed during your reign. What will you order them to add/change/fix?
We all have our wishlist of grand ideas we'd like to see in City of Heroes. Some of them are.... rather.... ambitious. What about the smaller things? For those that are experienced in the industry, don't get too hung up on "nothing could really make it through planning, production, and testing in a day" thinking. The goal here is to limit the scope, not test people on time management.
My Royal Decree:
- Let supergroup officers invite offline characters... maybe via email. At the least, let us invite our own @$#@ alts. (my priorities are skewed by recent experiences .)
