Honestly it's not so much the magnitude of the taunt but the duration that makes it weak.

"It depends."
It depends on the powersets. It depends more on the goals of the build. Nowadays all my tanks have a main-tank and an off-tank build. Nine times out of ten, the main tank has tough and weave. Ten times out of ten, the off-tank doesn't. -
Overall, it looks great. There's a couple things I'd change.
Hurdle instead of swift, especially since you have combat jumping. The two combined work out to amazing maneuverability in combat.
Take one slot away from swift (hurdle) and give it to one of the attacks. I'd suggest Jab if you intend to use it, otherwise put it to KO Blow.
That fifth slot you have in Haymaker/KO Blow (and maybe Jab) should probably be the Mako quad for maximum enhancement values. If you add another slot to KO Blow, keep the one you have and add the Mako quad to it.
Knockback protection. It'd do you good to get another four points. Maybe that extra swift (hurdle) slot is best in combat jumping for the karma KB protect. The reason I say this is that KB is usually under 4 or over 10 in terms of magnitude. Eight points won't help any more than four in most of the content. -

Once you have a good team, though, of people who know how much their own characters can handle, the tank becomes less useful. This happens pretty often with people who have played redside and have a few blue characters.

AVs - Scrappers and brutes. Maybe Stalkers and tanks.
GMs - Nobody.*
Not without nukes, shivans, HVAS, a stack of envenomed daggers, and a truckload of insps. -
The -res proc (Achilles Heel) does not stack from the same caster. If you are a rad defender with that proc in every attack, you can only give a maximum of -20% resistance to an enemy. If you are a traps/AR who puts the proc in burst and acid mortar, you can have -40% on the enemy from your procs because the acid mortar is a separate caster.

Will a Rad/Son Defender outdamage a Stone/Ice Tanker? Probably. Will a FF/Elec Defender outdamage a Shield/SS Tanker? Perhaps not so much.
What I was trying to get as is that there are blasters, controllers, and defenders that solo GMs. That's something no tank will do, I think. -

There's no doubt about it, the bottom line of City of Heroes is dealing damage to defeat the enemy. You don't gain experience for getting hit, debuffing enemies or buffing allies. It pretty much only comes from beating people in the face until they fall down and don't get back up. To that end, people have taken this pursuit to the extremes, such as soloing Pylons, AVs and GMs, even duoing a mothership raid, all without temporary powers.
By choosing a tanker, you cut yourself off from being able to do those things. Tankers are the least damaging AT, and unlike defenders, have very limited means of increasing that. So in a game so focused on dealing damage and feeling super, why do you enjoy playing a Tanker?
For me, it still is about feeling super. In fact, it's about feeling outright awesome. I've termed myself an "aggroholic," though I doubt I'm the first person to think of that term. I'm always actively seeking larger groups of stronger enemies. If I don't have to keep a finger on my Dark Regeneration bind, what we're fighting isn't tough enough. It makes me feel awesome to know that what I'm up against should be able to kill me, but can't.
That's not all of it, though. By being able to keep all that attention, I'm letting an entire team of people be awesome. Everyone can go full bore with their attacks and not worry about return fire. That makes me feel awesome. -
I had a great time! There were so many frakkin' tanks!
Sewer Trial was completed in 1:07 total with four dark armor tanks, three willpower tanks, and one unfortunate invulnerability tank.

Cold/ dark/ traps/ rad/ or cold/ defenders are my favorites, especially when they come with sonic blast.
Any kind of 'troller is awesome.
I like blasters, too.
I'll be happy to take one other tank, but I don't like to bring a third or more.
Scrappers... meh. If they join, fine. If I don't get any, great.
That's pretty much my feelings for Master run or regular. I'm never picky, though. I take the first seven people interested and go. I like buffs, debuffs, and controls, but mostly I just like people who can have fun.
