I just ran some numbers - if he does exactly the same thing it will amount to a gutting of PSW.
Radius Cut from 25' to 15'
Recharge doubled from 10s to 20s
Damage going from 70.8 to 39.7
That last one worries me a bit. -

In a Corruptor, I'd advise against doing that. They're good subsitutes for straight Damage IOs in Neutrino Bolt, but in Electron Haze they actually make it worse with more than one (assuming you're sacrificing Damage % for them). They also don't benefit from Scourge.

However, they aren't affected by Malefactor Scaling - my Rad/Kin is gonna be a buzzsaw running a level 15 Arc. -
By the way - You can put up somewhat low bids for Level 15 IOs - people who are getting the badges will simply post them for chump change. Make sure you bid BEFORE you need them - it can be tricky getting them at a moment's notice.

Just so you know, you can play GTA without being a total butthead beating up pedestrians for their money and whatnot. Just because the possibility is there doesn't mean you have to do it. Sure you're playing a bad guy, but everyone else you are fighting in those games are also bad guys, even the crooked cops. You can even drive the speed limit and stop for traffic signals if you really want to.

He could make the heal buffable by setting the resistance to be unenhanceable and unbuffable, but it seems he's unwilling to do that.

The powers system doesn't allow it. The way Castle explained it was that the unenhanceable flag would apply to the entire power, not just the resistance component.

You sure about that? Mids is telling me Power Boost effects Alkaloid just fine (the Resistance in that power IS unenhanceable). -
I wonder if a Necro Mastermind goes Blue then the Zombies will be refitted so you get the impression the MM had permission to bring them back - or that they're so evil it's fitting.

Yes, they are apparently too busy making new stuff to fix the existing stuff. Of course, if something in the new stuff doesn't work right, they'll pile more "new stuff" on that too, hoping that no one notices....
There are plenty of bugs here and there (So DARN many powers that don't work while hoving....GRRRRR....), and the longer you play and the more you try to play with unique builds the more you run into them. I bugged this one pretty much every time I played my Dom. Since there was absolutely 0 feedback on this obvious BUG, I've mothballed my Dom. It's just another dead character I chalked up to a dev-ignored bug.

No matter how hard you try, HP regen must be factored unless heavy debuffs are employed to neuter regeneration.
You'd really be looking at resist values + regen versus defense values +regen. 90% resistance wins against everything within reason due to better synergy here.

The Point is the 90 resist brute would take 10 percent damage minus whatever the miss rate would be of the mobs. A capped defense brute would still take the 7.5 percent damage. While it looks like 10 percent damage is more then 7.5 def it does not take into account that the 90 resist brute is still being missed a decent percentage of the time.

And if there are Defense Debuffs/Resistance Debuffs? Resistance builds will take the entire Brunt and dual-mitigation will take some as well - My Crab DETESTED Longbow Nullifiers, but my DM/EA Brute strolls into 3 or 4 of them without batting an eye. -

I think this is: No, because the pet does not grant the immob protection, and its burn power, which triggers the proc, doesn't target you anyway, so double no.
It seems for maximum proc'age, you'd want to put it in Blazing Aura, unless you have a PBAoE whose entire cast cycle is less than 10 seconds. I don't know how good of an idea that really is. I have some damage proc in Quills (full set of obliteration I think) for a set bonus, but I haven't really noticed it doing that much overall. I suppose its better than nothing.

I, for the record, am loving Teleport. Once I learned how to stop teleporting myself in circles, that is.
I feel like I can go anywhere, and get there quickly!
(I do have it slotted with 2 IO range and 2 IO endurance reduction... so that I can get past about 700 yards without keeling over... but they're only level 15, so there's still room to improve!)

All my Toons high enough have SS (except my VEATS - they have Hurdle + CJ). Then, my Blaster, Brute and Dominator have SJ on top of that. And my WS has TP (and SS). I can't be bothered waiting for Fly and Teleport's slots (and the fact that TP has a nasty habit of demolishing my end bar). -

There is actually a way to get a 'permanent' jet pack (fly). You have to get the Dimensional Explorer Badge, or for villains, Arachnos Official Badge acquired by being logged out for so many hours in the Shadow Shard or Grandville. It has a maximum of 30 minutes of fuel, which can only be refueled by spending more time logged out in Shadow Shard or Grandville. It's fairly easy to maintain so long as you remember to log out in those zones, and will satisfy most your verticle movement needs.

For Heroes, once you reach Security Level 40. For Villains, the moment you can reach Grandville without Dying.
Of course, you can simply purchase a second Raptor Pack (same temp power as the AP Safeguard/Mayhem) from the same zones.
