I would really love to hear why the devs decided to implement the new model this way. I am not a huge gamer and I could be missing something. Anyway, I think this oversight or error could be a HUGE mistake by the devs...it just seems they did all this work to change the business model and forgot the one of the biggest pieces.
It's not an oversight, it's deliberate. Trial accounts pre-Freedom couldn't send tells either, and RMT spammers are the reason why.

You'd have to be some kind of masochist to try leveling on Old Positron back in the old days. That used to take hours.
  4. According to the Real Numbers, the single target attacks all have a chance to return a small amount of endurance. Those powers may be bugged as _Pine_ suggests (I wouldn't know -- see below), but Short Circuit's Real Numbers don't list any chance to return endurance to you, nor do any of the other powers from the set that can hit multiple targets.

My Elec/Elec Blaster was the first character I ever created, over 6 years ago (holy crap). I've never found the endurance return of any power from Electrical Blast to be remotely critical in the playing of my character, and I especially don't remember Short Circuit ever doing it at all.

I think you're just wrong. Sorry.

(people seriously did the original origin contacts? I'd just street sweep to 5 then go to Kings and to scanners to get a contact!)
You may find this hard to believe but there was a time before Paper/Radio Missions.

    F2P Problem

The downloader works in stages. Stage 1 is the character creator, stage 2 is the tutorial, stage 3 is Atlas/Mercy. This allows you to jump into creating a character before the game has finished downloading.

    How?

Teleport Foe? Does that work inside City Hall?

EDIT: I like Red Raccoon's explanation better.
  8. Disintegration has to be already on the target in order for the spread to happen.
  9. Won't be able to see her as Lois Lane, F. It's a shame too, I like Amy Adams.

This movie is starting to add up to a lot of pointless changes to a classic franchise, kind of like another remake movie from a couple years ago.
  10. Powers I use from Electricity Manipulation on my Elec^3 Blaster:
    • Charged Brawl, Havoc Punch: Both do better damage than either blast from Electrical Blast, and Elec/Elec Blasters are made for blapping; occasional knockback from Havoc Punch is mild mitigation (some is better than none).
    • Build Up: As someone else said, why would you not use this??
    • Thunder Strike: Knockback is good mitigation and does great damage.
    • Power Sink: The defining power of the set.
    • Shocking Grasp: Hold #3 on my Elec^3 (okay, technically hold #2 of 3), allows me to perma-hold EBs, also a good place to 6-slot Lockdown for +Ranged Defense and the +2 Hold proc, or 4-slot Basilisk's Gaze for +Ranged Defense and +Recharge (I forget which set I have in there, probably BG since I use Tesla Cage more often thus it benefits from the proc more often). Oh wait, I have Mako's Bite in there for +Ranged Defense (better than BG) and it also does High DoT.
Can't speak for other secondaries as this is my only Blaster, but I definitely get a lot of use out of Electricity Manipulation.

Maybe one story arc featuring a recurring badguy every 5 levels or so, so that by the time you hit 50, you'll have faced your archfoe in about 10 stories. You can have your final confrontation at level 50 as a cap on your career (or before going on to Incarnate stuff-- whatever).
This is basically what happens in Alignment missions with Frostfire, Flambeaux, Desdemona and Maelstrom.

  13. Just to point out, you can of course also get those tips through street-hunting level 20+ mobs.

    Congratulations on seeing the dark!
  14. I must be the only person who actually likes how it looks. (Especially on Dimension Shift, I guess I can understand not liking it on Dual Pistols.)
  15. And Mercenaries Masterminds, whose summons can parachute into a closed-off cave.

  17. Happening to everyone, it's related to the new model they use on the body type selection screen.
  18. There's also an option somewhere in the Options menu to disable it.
  19. I don't think Short Circuit ever returned endurance to you, I certainly don't remember it ever doing so. The description doesn't say that it does, either.

Can't speak to Power Sink being less effective, I hadn't noticed it but I haven't used it recently.

Not any more preposterous than the enemies we have that already do this, though.

    ha ha ha, oh wow

The level is misunderstanding you have here is simply phenomenal. This isn't even wrong. It's a level so far and beyond wrong that no possible descriptor exists in this or any possible universe.

It's a fundamental fact of the universe that photons have no mass. That's why they move at the speed of light.

I don't even know what else to say if you actually believe that what you said is true.

Don't ya just love false advertising? They really should have put quotation marks around Play.

City of Heroes Freedom. "Play" for free. "Forever".
Or better yet... Play™ for free. Forever™.
But you can play for free. You just can't play 1% of the game for free. If it weren't locked behind a subscription it would be locked behind a purchase, same as any F2P game.
