Head over to the Rogue Isles either via the sub in Independence Port or going through Pocket D and run Paper Missions or join teams there. You will gather tips that will give you a villain option. Do enough of those and you will get a Morality Mission. Finish that and and a villain you shall become.
Just to point out, you can of course also get those tips through street-hunting level 20+ mobs.

Thought I had it down, but cannot seem to figure out what I'm doing wrong.
I had a Hero and did the missions to become vigilante. Problem is, now I cannot figure out how to go from Vigilante to Villain. Little help please?
