The download is now done in stages so a person can start playing right away while the rest of the game downloads in the background.

The downloader works in stages. Stage 1 is the character creator, stage 2 is the tutorial, stage 3 is Atlas/Mercy. This allows you to jump into creating a character before the game has finished downloading.

And this isn't unique to free players, it just how the game was rebuilt to accelerate getting in game and will affect all new installs.

It's best that he exits the game and waits for the NCsoft Launcher to download the rest. Download is throttled while the game is running.
