Isn't this the same guy who quit acting, then appeared in Star Trek 2009 and Fringe?

Well he quit acting after he "died" on Fringe, at least in front of the camera since he returned to do a voice over during the animated segment of Fringe last season. It's a lot less work sitting in front of a mic than doing scenes in front of a camera.

I could swear he quit acting before that.

Yeah, Wikipedia confirms (insert standard [citation needed]):

I figure he's simply at a point where he'll do what he wants when he wants to. He's just making it clear that he doesn't feel -obligated- to do any more. The man might die tomorrow or live another 20 years. If it's the latter then I suspect he might randomly do a few more conventions or acting gigs if he's so inclined.

Sometimes money talks, and is very persuasive.

As to his voice work, it's easier to speak into a microphone then work in front of a camera.
Also as his voice is a bit unque in terms of how it sounds and is easily recognized by many, voice work could well be his "golden goose" now.

From the sound of it, his intended return to Fringe is not merely voice work, but as I don't watch the show (nor do I have mystical foreknowledge of its future developments) I could be wrong.

The what is supposed to be the last movie he starred in was Transformers: Dark of the Moon. He was Sentinel Prime,Optimus Prime's mentor. They made several Star Trek references during the film likely because of that which Nimoy really wanted a part in Transformers again since his 86 appearance as Galvatron.(He wanted to be the Fallen in Revenge of the Fallen but Tony Todd beat him out of the role.). We'll see if he pops up anywhere else afterwards.
