Your logic is sound but highly flawed. Nothing changes the fact that it is a powerset for a VIP restricted class (I still say you should not even be able to purchase them). As a paying subscriber there is absolutely no reason I should be forced to spend points on a powerset..any powerset, period. Frills and Fluff, sure but nothing that is a part of the game itself.
Pre-Freedom, how often did we get new powersets? A couple every few months? Sometimes? How many have we gotten since Freedom went live? Beam Rifle, Time Manipulation, Titan Weapons, Street Justice, Darkness Control, Darkness Affinity, Dark Assault, Beast Mastery, Staff Fighting -- none of this is even counting powerset proliferation, which while not as resource-intensive as fully new sets does take time and effort. So that's 9 new powersets, in 6 months. And you'd better believe the devs have even more amazing stuff coming down the pike.
With Freedom you already get more for your sub, the only way you're getting more than THAT is if you pay, or just wait until you have the points to spend on it. You can wait. It's not the end of the world if you don't grind a Staff Fighting Scrapper to 50 immediately. -

I can't even remember the last time I saw a Coolant used (when it was needed, anyway) on any level range of the respec trial. I wouldn't worry about it.

There's also a wide range of skill levels in the game. There are people who find base settings a challenge and people who crank everything up at level 1. The major difference is that in many ways CoH has always been more casual in the gameplay area, and with a few exceptions most players aren't going to act elitist and condescending just because you can't solo a Giant Monster blindfolded with one powerset tied behind your back. (Don't ask how you get the blindfold on the GM; it isn't easy.)

Seems like a great community (the first time I played I didn't do much on the web in terms of forums (fora?) or similar...I'm assuming it's either always been this friendly, or you've weeded out D3ATHNINJAH69 and his annoying friends (my apologies if you actually use the name D3ATHNINJA##, it was meant in the general sense). -

Incarnate Powers pretty much fill the roll of what Signature Powers would be. Not entirely, mind you, but it's hard to see where they would fit now. -

As to OP, I kind of like seeing certain enemy groups stay in their level ranges. It doesn't make too much sense to have someone like Dr. Vhazilok or the Outcasts in the big leagues with Arachnos and the 5th Column. Plus it takes away from that awesome story arc where you actually defeat Dr. Vhazilok in his lair and put a stop to his creations. His group also does a pretty good job of looking really good despite their age, what with the exposed muscle on zombies, grotesque and unhygienic doctors, and the doctor himself being a true walking horror show.
