Sounds like you were here for Issue 5 and ED. Start at Issue 6 and start readin'. There's wayyyyy too much to summarize at this point. Two major points:
*City of Villains was once a separate game and required purchased of the expansion, but now it's part of the same game as City of Heroes, so you won't need to buy it to access anything villain-side.
*Going Rogue is the recent new expansion, and purchase of that is needed to access the content that came with it (I wouldn't rely on it becoming free in the future, since it took a couple years for that to happen with CoV).
At this point I don't think there's any strictly *bad* Archetype in the game. Maybe Stalkers (one of the villain Archetype) have some issues, but as with everything YMMV. Oh, and I'm sure you're probably still sore from ED, but try looking into the Invention System for ways to increase your character's powers and abilities beyond the boosts SOs can give you. And coming in Issue 19 in a couple months is the Incarnate endgame system for level 50s, providing even further power.
You picked a great time to come back, but it's probably going to take you a while to delve into all the new stuff. -
See my earlier post. It's hard to imagine you could have (in this instance) 3 slots that wouldn't be better spent somewhere else.

Synthetic Hami-Os (functionally equivalent to the real stuff, just the name is different) can also be obtained from the Statesman Task Force and Lord Recluse Strike Force.
I've gone from being completely confused by the Invention system (I took a break shortly after it was released in Issue 9) to really delving deeply into sets and their bonuses, and they can definitely make characters tougher. The only thing with this is that it does require you to take some time and sit down with Mids Hero Designer and work out a build. This can take a lot of fiddling though, as well as sifting through all the different sets and bonuses available (this takes a little less time once you start remembering which is which). If you're too busy for this, Frankenslotting is probably your best bet. -

I must admit after 4 years on the game I have never tried any of them but they DID seem rather interesting. -
To clarify further: despite all appearances, Power Siphon is actually not a PBAoE power.

Their chances to hit are independent, so they can theoretically all go off at the same time
BUT
Chance of any one going off: 20%
Chance of any two going off: 4%
Chance of any 3 going off: 0.8%
Chance of all 4 going off: 0.16% -

I know how to change it myself in the options, but I just thought I'd bring the colorblindness issue for the default colors up while I remembered it. I usually just turn unselected powers white, which looks pretty well to me. -
If by "Who is Romulus' boss?" you're really asking "Who turns him into a Nictus in the last mission of the ITF?", try running the ITF again. As of Issue 17 (I think...?) the angle on that scene changes and we see a Nictus in cloud form possessing Romulus. So to answer your question, "Some Nictus dude". The better question might be, "Who is the Nictus that possesses Romulus working for?"

The Cathedral of Pain is extremely light on story so no, it doesn't address Darrin Wade's dealing with Rularuu at all. -

The devs are actually already working on/looking into ported versions of enemy group costume pieces for players. How those costume pieces will be unlocked is currently unknown, but I wouldn't be surprised if they're tied to badges, however I would be surprised if they made us choose between the weapon and the costume piece. That would be unnecessary and really borderline insulting.

My crossed-over level 50 Blaster was able to pick him from Wiggy. The choices, IIRC, were him, Shadow Spider, and Vernon von Grun.

Do newspaper missions and Wiggy the Brit will give you Pither as a contact (he's 45-50, you can't out-level him). You can't get the badge via Ouroboros and it has to be your missions, so you'll only get one shot.

10 and 11 have been pretty miserable on the two Praetorians I've leveled that high. Yes, those two specific levels. Not sure why, but everything was fine at 9, then boom, crazy impossible difficulty where I'm dying multiple times on the same mission. Then level 12 came and I got "DOs" (actually level 15 IOs) and, in the case of my Electric Control Dom, unlocked the ridiculous Static Field. It didn't go quite as badly on my Brute as my Dom, but it did seem like enemies got more powerful more quickly than my characters.
In general though, pre-20 has always been frustrating for me. Constant misses, never enough endurance. The second problem will be alleviated somewhat next issue, though. -
Fair point. It's even sorta overkill on my Blaster since he has no fewer than 3 holds, but I was mainly shooting for Lockdown's 6-slot set bonus anyway.

The Lockdown proc seems to do the same thing. I have Lockdown: Chance for +2 in Tesla Cage on my Elec/Elec Blaster. When it triggers, I see two cages around the enemy -- one for Tesla Cage, which on my Blaster may be colored yellow, white, blue, or red depending on the costume, and then a second Tesla Cage which uses the default color scheme.
Sharker, I am sorry to say this but you are absolutely wrong about the Lockdown proc, it's wonderful for holding EBs. -

Soling my Elec/Elec Dom in Praetoria was miserable...until I hit level 12 and got my level 15 IOs and Static Field. Much easier now.

The badges for collecting 10, 20 and 50 costumes didn't get proper icons (they used the explore badge icon as a stand-in) until Issue 18, so it may be a while.
