Power Siphon questions. Need help!
No. Power Siphon is kind of an odd power. There is a marginal +ToHit buff on the power itself. Then, every attack after you use it, for it's duration, will give you a buff. This works for up to 5 attacks.

To clarify further: despite all appearances, Power Siphon is actually not a PBAoE power.

Ok....still don't completely understand it. In other words, once I turn on the power, I can hit up to 5 enemies accurately?
The +to hit is set. But for each attack after you activate Power Siphon, you get a +dmg buff for each attack for the duration of Power siphon. Only 5 such +dmg buffs can be stacked at a time.
I think the easiest thing for you to do is to set up a Combat Attributes mini-window so you can see the effects for yourself.
Refresher: on your Powers tray, click the link for Powers on its header bar. On the Powers window, click the link for Combat Attributes. You will see a big window with all your stats in real time. You can right click a stat to add it to a mini-monitor window.
For your Power Siphon question, right click to add these 2 stats: "ToHit Bonus" and "Damage Bonus". With that done, go find and enemy that you can punch around. Keep an eye out for what happens:
- when you click Power Siphon, you ToHit Bonus increases
- your 1st punch increases your Damage Bonus
- your 2nd punch increases your Damage Bonus some more
- your 3rd punch increases your Damage Bonus some more
- your 4th punch increases your Damage Bonus some more
- your 5th punch increases your Damage Bonus some more
The swirly graphics you see when you click Power Siphon is just eye candy. Its purpose it to let you know the Power Siphon is in effect.

Not just punch, but actual successful hit, right?
Also, when you increase your Damage Bonus, you're also decreasing the foe's Damage Bonus.

If so, then you're wrong. The powers ALWAYS do debuff - the powers listing for Kinetic Melee list this on paragon wiki as well as the detailed power info in game (they always list the debuff).

I beta tested the set. All Kinetic Melee attacks (barring Repulsing Torrent) debuff enemy damage by default. Power Siphon is just a Build Up-type power using a mechanic similar to Brute fury instead of granting a static damage buff.

I'd describe it like adding a Follow-Up effect to all of your attacks, or making your powers work a bit like Blaster Defiance.*
On a scrapper for 20 seconds every attack you make will add roughly an SOs worth of damage to all of your following attacks for 10 seconds. You can stack up to 5 of these damage bonuses.*
I'm trying to understand this power. It says that its stackable up to 5 times. Tell me if it means this: If I activate this power around a group of 3 foes for example, the power will be stacked up to 3 right? Stackable? As in, 3 or up to 5 times the to hit buff? Also, I noticed that there's a "kinetic" aura around me after I activate the power (around foes and by myself) It last for about a minute. Does that mean that the game is showing me that the to hit buff is still in effect until it disappears? Explain all this to me like a 5th grader lol. Thanks
