You don't need to purchase anything over again. You can just download the game, which includes everything, boosters included. What you have unlocked is determined by your account.

There's no graphical effect but IIRC you do get the "build-up" sound (that is, unless I'm completely off my nut, in which case disregard this post).

The DCAU proper ended with JLU. From what I've read it sounds like Bruce Timm isn't really interested in picking it back up (not that he isn't proud of it, he just doesn't necessarily want to be restrained by its existing continuity).

There actually is one sneaky option for changing your name, but it requires a server transfer (which you can purchase for $9.99, or sometimes they do short periods of free server transfers). The only caveat is that is requires you to have at least one character slot free before step 1 below (which you can also purchase if necessary, although by this point you need to be pretty desperate to change your name).
1. Transfer Dark Hunter off your home server.
2. Create a new character named Dark Hunter on your home server. (Occasionally there might be a delay in the server recognizing that the name has been freed up, but it should be almost immediate.)
3. Move the original Dark Hunter back to your home server. Because the name Dark Hunter is now taken by the new character you created, the original will be granted a free rename token.
4. Delete the second Dark Hunter (or keep it, whatever). -

All characters, whether starting hero, starting villain, or starting Praetorian, gain access to the epic power pools at level 41. In order to gain access to the Patron pools, however, one must complete the first story arc of one of the four Patrons (it doesn't matter which); this means you have to be a villain. For starting heroes, or Praetorians who go to Paragon City, this means fully crossing over to the Rogue Isles and completing the arc.

No you aren't. It's extremely irritating. I'm not sure since I don't have a DS mastermind, but I think it's the tier 2 or tier 3 pet(s) that do it. The timer on those noises needs to be changed to make them much less frequent.

My hero main is also Elec^3, so yeah the "purple" (I always saw it as blue but I have some colorblindness) electricity does bug me a bit, but not enough to stop playing him (the fact that he was level 50 long before Power Customization might help that fact). I'm definitely eager for Ancillary Pool Customization, but we're never going to get Patron Pool Customization, and that makes my Dark/Dark/Soul Brute a sad demonic panda.

The color might not be -necessary- but it certainly makes it better.
My point was that while character creation engine improvements are nice, I wouldn't want to see too many resources diverted to it for the sake of creating the most realistic character possible when those resources might be better spent on the graphics in other areas of the game -- at least for City of Heroes. And to echo what another poster or two have said, I personally find that level of detail to be too much when creating a character; I would be okay with face "presets" and then tweaking from there, but just giving me all those options and saying "go put it together yourself" paralyzes me. -

But you can say the same thing about almost any other functional area of this game:
Some people don't see the point of Markets when they never bother to craft anything.
Some people don't see the point of the PvP zones when they never PvP.
Some people couldn't care less about actively obtaining badges in this game.
and so on...
Computer graphics have been steadily increasing the realism of character appearances in games for decades now - why would anyone seriously speak out against any aspect of that no matter how trivial? With statements such as yours it sounds like you'd be fine with Atari 2600 levels of detail in this game. -
