You're providing food, shelter and relative safety for this poor girl caught up in a mystic war she wants nothing to do with. -
Well the City as a whole wouldn't look nice, but it would have nice areas. The sky shouldn't be completely overcast everywhere you go, and the enitre place shouldn't feel drab.
I've also done just about everything there is to do on Redside, and I don't see that changing anytime either. -

People in general prefer playing heroes. There's nothing the devs can do to change that.
It relates since I'm sure many players of this game at one point or another thought "Great now I get to play my own interpretation of those heroes I've grown up reading about"
Yes people prefer playing Heroes here, nothing the devs do will change the mind of those people. However there is a significant amount of people that would play Redside if it looked nicer or had more to do. -

Although unlike the RWZ, there are some repeatable faction contatcs there - so Vilalins/loyalists can still run missions themed to their morality, even if the actual zone storyline ignores them.
First Ward is a different situation as that's aimed at expanding Praetorian lore, so everything within would expand the world of Praetoria and either peel away another of Cole's layers or add more depravity to the Resistance. I haven't actually poked around in there on Beta though.
Regardless First Ward expands Praetoria, RWZ was expanding both Paragon and The Isles. It fails horribly at expanding the Isles, First Ward even if slanted towards Resistance will still be expanding Praetorian Lore. -
Couple of points I want to address here, the first being that people prefer to play Heroes.
For that other game with equal content, one thing that has to be considered is the name attached to it. If you ask anyone on the street to name characters from that universe most of the names you get will be from the signature hero team, and the Natural and Tech Villain mentors. The reason the hero side is favored there is because they are working with those heroes they read about as kids.
Some of that spills off into here as well. Now as a contrast to that point a game that is effectively GTA the MMO has been in beta for a while now with two factions. Heroes and Villains though they are called something else completely. Guess what, Villains consistently outnumber heroes frequently getting a 2 to 1 ratio.
As for RWZ, without getting into too much detail or ranting,
RWZ was a huge disappointment from a Villain perspective since it was the first new story content added to CoV since I7 and it completely ignored all story content CoV already had. It also ignored any potential motivations a CoV player might have. And what's really bad is a single contact running a faction check and having some villainous story could have gone a long way.
RWZ was an update to Hero side that Villains could tag along with. Same for the ITF and even the Incarnate Trials feel like that. -
Why so much hate?
My two main gripes with Stalkers are the 30ft team Crit, and Build up.
both of which have been mentioned already.
Unfortunately ambushes are most certainly one of those systemic problems Castle referred to a while back. As is team agro, which makes it unrealistic that those particular issues could be addressed.
I also strongly believe that Hide being inherent will not solve any of the problems Stalkers face. If anything Assassins Strike is the power that should be made inherent. -

Yo dawg, I heard you like Tier 9s, so I put a tier 9 in your tier 9, so you can tier 9 while you tier 9.
Naturally the effect is 2 Randomly chosen tier 9's activating
One would be a randomly chosen Pet, the other would be a Nuke or an Armor chosen randomly -
How about if instead of Honey badger you had
Autotuner?
possessing a variety of sonic attacks it would debuff enemy res and def while boosting your own. -
You calculated criticals wrong for Scrapper and Stalker. And forgot to include them for Banes and Widows.
For Scrapper/Stalker it's a percent chance of double damage, not counting the 100% Hidden the Stalkers,Banes and Widows have.
You mention the Tankers -res but leave out the SoA -res
With the recent change to Brute fury and damage cap it is impossible for a Brute to ever out damage a Scrapper
VEATs vs Khelds, again the -res and Hidden Crits push Veats ahead of Khelds for Damage dealing, although a Warshade with Essences would probably match VEAT output
Stalkers are not the ultimate Damage Dealer, they consistently fall behind Scrapper output, and Brutes can catch up to them quickly enough. -

This isn't exactly true.
Since 1 A merit can be turned into 5 Random Rolls it would be equivalent to 100 Reward Merits. -
The Solution is simple then. Play More so you get to 50 before the issue goes live and you have to restart...again.

While I don't fully understand how your tournaments work, I see the problems these changes will cause.
Now I'm not sure if this is even possible but couldn't your current tournament be closed to new entrants until it finishes, then you could start up a new one having actually completed a tournament for a change.
Again not sure if closing to new entrants is even possible, but traditional tournaments have a close off point so a similar thing could be done for you no? -
Yeah the same way Archmage and Geas of the Kind Ones are available right?
Oh wait, those have specific badge requirements to unlock, oh look so do the Patron Pools. -

Except that Lusca is kind of a Mascot for IP, and youu can usually see her waving at the heroes near Icon.
EDIT: In fact I'm protesting this ad and restaurant. Lusca harms no one, and can't be faulted for getting locked into a man made port. We should all be doing what we can to get Lusca returned safely to the sea, instead of launching unprovoked attacks against the poor dear. -

That point was made long ago. In several other threads.
No, my point was we have this Placate IO, and it's funny the At's that get the most use from Placate effects can't use it.
Not any kind of malicious funny or sarcastic funny but genuinely humorous. -
And Ninjitsu has Sleeping Powder.
So in all of two sets we have 3 powers for an entire AT that can slot an IO that uses an effect the AT was based on.
My point still stands. -
Even funnier the main ATs that use Placate (Stalkers,Banes,Widows) generally don't get sleep powers.
