    You DO realize that Obliteration only has around 18% end reduction at level 50, making it a very impractical choice for a toggle power, right?

    In the case of Soul Transfer you HAVE to activate it in a crowd of enemies or it does nothing.

    None of those ideas are doable.

    Growth and stretching have already been stated to be impossible with the current game engine.

    Free-form power picking is, and always will be, broken. it would be possible to create a character that is literally unable to be killed. It would trivialize the most challenging content in the game, forcing the developers to make things harder to compensate.

    Even the most gimped character possible in the current system is playable. If power selection were unlimited you'd have cases of some players being gods that make a mockery of the toughest things in the game, while other players are unable to defeat even the weakest foes.

    The thing about CoH is: You don't have to be a powergamer to play the game. If they implemented free-form power selection it would all but require you to be.

    I used to be an avid Magic player. I quit playing seriously when I entered an "anything goes" tournament. I had a deck I put together over a span of several months that I was very proud of, it was nasty and I had an exceptional win/loss record with it.

    Since it was an anything goes tournament, he didn't break any rules in doing that, but it wasn't even close to fair for anyone.

    Being able to spend money to increase performance leads to things like this. I quit playing Magic because of it, I'd rather not quit playing CoH as well.

  9. So all the rezzes are slightly different from each other.

    That, to my line of thinking is a good thing.

    I'll never understand why people want everything to be the same across different sets. If all the sets played the same except for different animations and graphics it'd be.....well, boring.

    The Regen rez isn't meant to be used in combat, if you try, you will probably be eating pavement again. Willpower on the other hand is the "never give up" set, so it makes sense to be able to rez and be a little tougher for a minute or so while you stomp a mudhole in whatever it was that dropped you. Classic scenario in movies where the hero gets his butt kicked and then jumps up all pissed off to beat the snot out of the villain. Regen doesn't work quite the same, you just....heal, and stagger to your feet after you've healed enough.

    Thematically it makes sense for Willpower to have a better rez because it involves getting angry and determined.

    Odd that you should mention TA and controllers. My only controller of any significant level is Fire/TA.

    His backstory is that he is an alchemist and a stage magician. All of his Fire Control powers are sleight of hand using chemicals. On the TA side, he's a really lousy archer, but a bow and arrow is the most efficient way to deliver his chemical concoctions. An arrow goes a lot farther than you can throw anything.

    MA/Fire scrappers are rare. So are Shield/Ice tanks. Never seen a Sonic/Ice defender. Don't see a whole lot of Electric Armor stalkers. My Gravity/Ice dominator is the only one I've ever seen.

    A lot of times I will choose powerset combos simply because they're rare. Sometimes I find a hidden gem, other times it's obvious why they're rare.

  12. Speculation has been that the majority of new content in Going Rogue is going to occur in Praetoria, with maybe a new contact or two in the normal game.

    My reason for bringing this up: Going Rogue is going to be a PAID expansion. They're not going to do anything that affects the normal game, because that content is only available to those who bought the expansion. The PI arcs are probably going to stay exactly as they are now.

    I wouldn't be too surprised if they decided to have Going Rogue coincide with the release of I17, that way the people who don't buy the expansion get something new at the same time. Could include new contacts in PI and Grandville, and a new TF or something.

    Also: The Praetorians aren't stupid. Why would they attack at the one point where Paragon City would be best equipped to defend itself? The portal missions prove that you don't have to have a portal generator on both sides to access a dimension, because we pop out at random points in the dimensions we visit. The Praetorians wouldn't be limited to just attacking in PI, they would show up where the city is least prepared to push them back, like Dark Astoria, or Boomtown. It's possible in both places for them to establish a foothold and not announce their presence until they are ready to. As a nice side bonus, it would allow them to utilize zones that more or less sit empty. Other than a mission or two that sends you there, what is there to do in Dark Astoria? Or Boomtown? Both are big empty zones with nothing at all going on in them.

    The only problem I've encountered is that set IOs seem to be kind of rare these days at any level but 50.

    If you look at set pieces on the market, you'll see that there are 15-20 at max level and maybe 1 of random lower levels here and there. That's why you see people slotting level 50 set pieces...because it's all they can find.

    It is the only combination I can think of I have never seen. EVER.

    I have seen at least one of every other combination, but I have never laid eyes on a Psychic/Fire blaster of any level, let alone a 50.

    Umbral's advice is sound.

    My claws/regen is built much how he describes, with a few minor differences here and there. (major difference being my build is not NEARLY that expensive, and almost as survivable)

    Put more thought into how everything works together, as opposed to just slotting the most expensive stuff you can find with no regard to usefulness, as you seem to be doing here.

    RWZ challenge?

    I pulled off the RWZ Challenge for the first time ever on my BS/DA scrap built for softcap.

    Once I hit softcap on my ranged defense it was actually a lot easier than I was expecting, I only needed to use Dark Regeneration 3 times the whole fight.

    Infernoassassin: As far as I could tell there were no AoEs being thrown around.

    Yep, thats true, Hot Feet will not prevent them from shooting you. What it DOES stop them from doing most of the time is walking up and punching you in the face, which by some twisted logic hurts more than being shot.

    Most enemy types in the game deal less damage from range than melee, so Hot Feet's mechanic of keeping them from staying in melee range and pounding on you actually IS a little bit of mitigation. Yes, you're taking damage from being shot, but you'd be taking MORE damage if they were free to smash your face with an energy melee attack.

    Long time away

    There are 6 Task Forces geared toward higher levels that didn't exist when you left.

    They are:

    Statesman's TaskForce, for level 45-50 heroes
    Recluses StrikeForce, for 45-50 villains (that one might have been around when you played)
    Imperious Task Force, for 35-50 heroes OR villains (you can team with the opposite faction)
    Lady Grey Task Force, for level 45-50 heroes OR villains (same deal as ITF, you can team with the opposite faction)
    Kahn Task Force, for 45-50 heroes
    Barracuda Strike Force, for 45-50 villains.

    The Rikti Crash Site is now the Rikti War Zone and is open to both sides (this is where the Lady Grey TF is located) Also, an assault on the crashed Rikti mothership is available as a new high level raid.

    Villains can make Hami raids now, in a zone called the Abyss, which can be accessed from Grandville.

    That's about all I can think of that is end-game or high-level specific that would be new to you. Hope that answers your question in that regard.

  22. I thought it was Soul Drain he has and not Dark Consumption. It looks identical to a Dark Melee's version of it, and he seems to hit a LOT harder after he uses it.

    The Perfect 10

    Well, with some IOs, like the +Stealth IOs and the unique procs (Miracle and Numina's) It simply doesn't matter what level they are. If you have a Miracle +recovery in Fast Healing it will function at level 1, even if the enhancement is level 40, because the power it is in is available.

    Luck of the Gambler +recharge is the opposite, you get the bonus if you are within 3 levels of the IO itself, whether the power it is in is available or not. So, if you took Combat Jumping at level 24 and put a level 25 LotG in it, it would function down to level 22, but any lower and it would stop working.

    I'm not sure which category KB Protection IOs fall into, perhaps someone else can clarify?

    For low level play I would suggest Broadsword or Katana with Regen or Willpower.

    The swords get Parry/Divine Avalanche at level 8, not level 10. Flashing Steel and Slice can hit 5 enemies, which is 4 more than anything but Spines and Claws can hit at that level.

    I would lean toward Broadsword myself, mostly because Hack hits harder than Sting of the Wasp, so you have decent damage output as well.

    Secondary wise, Regen has a self heal (2 if you take Dull Pain early) and Quick Recovery to help with endurance issues.

    Willpower has Fast Healing, a resist toggle, a resist passive and it's mez protection, all available by level 10.

    So it's really kind of a toss-up. I'd go with one of the swords and regen, or claws/willpower myself.

    Edit: A Rad/Anything defender is pretty good at level 10 too. At that level the damage difference between them and blasters isn't that apparent yet, and the Rad side gives very good survivability against most things you will encounter that low.

    Yup, it happens.

    I recently decided to IO out my BS/DA scrapper and he has since become my favorite character to play after being in semi-retirement for a while.

    Let me tell ya, a DA scrapper that is softcapped to all 3 positions is one of the hardest things in the game to kill under most normal circumstances. Defense debuffs are a killer, but if they are not being applied to him, most everything he does is a cakewalk. On the rare occasion when something DOES get through I have at least 30% resistance to back it up. And if the random number generator decides it doesn't like me and I take a lot of damage, I have the best self heal in the game to fall back on.

    The best part is I did it relatively cheaply too. Spent maybe 250-300 mil on him total.

    You'll have fun with your Spines/Fire. I have one myself at level 40 and he's a blast to play with just generic IOs and SOs. I can only imagine how awesome he will get if I invest some influence into him.

    I was contemplating rolling an energy blaster and 5 slotting Decimation or Posi's Blast in everything, and rounding out the 6th slot of all of them with this proc. No guarantees, but with that many of them I should stand a good chance of having the proc active fairly often.

    Plus, Decimation and Posi's Blast both have 6.25% recharge as the 5 slot bonus, so it's a win-win.
