Who to IO?
I'd say the Spines/Fire would benefit the most (adding defense to that build would greatly increase its survivability), however I think that you should IO the single character that you find you play the most.
IO the one you enjoy the most already, and you'll find that with the boost in performance you'll like them even more.
I believe you should IO all three characters, unless you play one of them significantly more than the others.
The influence costs tend to be a lot higher than the performance difference. That is to say, a 200m build will be stronger than a 20m build, but not ten times stronger ; so I'd rather have three good builds than one great build, if I had no favorite between the three characters and divided my playtime equally between them.

Having Vengeance and Fallout slotted for recharge means never having to say you're sorry.
Focus on the Spine/Fire Scrapper. Once IO'd he'll be a money making machine and will be able to fund the other 2
Don't forget the accolades also, especially the +hp
I have yet to completely IO a character and I think its about time I invest my influence into something rather than just let it sit stagnant in my characters wallets. The problem is I can't decide who is going to benefit most from a good IO build.
I always team, never solo, and I like to run just about anything, from farms, to regular missions, to tfs. Does anyone have any suggestions on what I can accomplish on a few different characters with a good IO set? Which build is going to bring the most to the table after IOs? Spines/Fire is a very strong farming build. If you do boss farms a lot, Spines/Fire is definitely a great choice.
I am even a big fan of Blaster in pve so I am not going to comment on this.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.

So read through all of your great advice and I decided to IO my fire/spines scrapper and then use him to fund my other characters. I've put about 145mil into him already and its looking good! I can't wait to finish him up and see how much more durable he is with IOs rather than SOs.
The bad news is, I think I just reached a new level of addiction on this game. Before I was all about leveling up and playing different builds. I never really got into the market, but I think its my new found obsession.

I recently decided to IO out my BS/DA scrapper and he has since become my favorite character to play after being in semi-retirement for a while.
Let me tell ya, a DA scrapper that is softcapped to all 3 positions is one of the hardest things in the game to kill under most normal circumstances. Defense debuffs are a killer, but if they are not being applied to him, most everything he does is a cakewalk. On the rare occasion when something DOES get through I have at least 30% resistance to back it up. And if the random number generator decides it doesn't like me and I take a lot of damage, I have the best self heal in the game to fall back on.
The best part is I did it relatively cheaply too. Spent maybe 250-300 mil on him total.
You'll have fun with your Spines/Fire. I have one myself at level 40 and he's a blast to play with just generic IOs and SOs. I can only imagine how awesome he will get if I invest some influence into him.
