  1. Synapse can become "uncomfortable" with the performance of any SBE proc, label it's ppm rate a "bug", or a "mistake" and reduce it to something he is happier with at any time even after you purchase it.

A proc that followed the same 20% io to 3ppm sbe formula as it's peers got dropped to half it's effectiveness making it's current iteration a complete abaration as far as IO to SBE conversions go and regardless of escalation they denied me all and any recompense, and refused any kind of refund/points credit making this pretty much a case of bait and switch.

The first time this ever happened was recently so buyer beware with any and all sbe proc purchases you may not nessarily keep what you pay for as performance purchased is apparently the only part of a paragon market sale that isn't "final"

Damn shame too cause I would have dumped mad loot into the market to get from t9 to vip, to get more sbe procs including purple but I can't support dishonest and dishonorable business practices and those who practice them.
  2. New mastermind set is so much better than the dismal first one

True tankers do get more out of asault and musculature but does that tanker do more damage with both than a brute that chooses non-damage boosting incarnate abilities? Seems like hybrid offers a brute much more survivability than assault offers tanks in offense

Then my room mate tells me it don't work that way and then I actually check the stats of my pets on my MM and sure enough, no mention of a +Dam there.

Now I'm hoping that it just applies directly to the pet's powers. At least, that's what I want to hear anyway.
It's pretty much a disgrace that both purple pet sets waste a set bonus on damage buffs that offer MMs jack and squat when there is no pvp pet set, and no pet set damage procs
  6. I'd rather be Positron's Peer or Statesmen's Superior though I do get whole Jimmy Olsen reference
  7. It would take some rather dishonest, and dishonorable business practises to make me quit, and go freemium the perf shifter sbe bait and switch is one such case and I am now no longer supporting ncsoft/paragon studios financially

To think that because synape labeled the 20% flat chance to 3ppm formula obeying perf shifter a "bug" they feel enboldened to deny me all and any recompense for the 3ppm procs I bought for their performance level that are now only half that. Total ripoff and every attempt given to them to make it right they just keep failing to take.

Yes, they deal less damage but at least they can enjoy the build up effect more.

    2. As a group, 3 Genins do more damage than 2 Jounins in most cases because Jounins have very weak range attacks and their caltrops fear mobs away which make them chase/hit/chase/hit.

    3. Genins can't take -Defense debuff sets. Only Jounins can. The two procs in -defense sets are very good for pets. If all of Genin's attacks have -defense, I won't even bother with the build up proc.

    4. Oni has Char and Ring of Fire and both are control powers with damage. Prince Demon has similar powers and yet he can take Hold set. If they don't want pets to take Hold set, then why making an exception for Prince Demon? Prince Demon is superior than Oni in every way. Prince Demon is basically Oni-done-right.
    I see now

Most full pet sets bonuses suck anyway. I rather go with mix and procs.

For Genins, I put one pet unique and purple +build up proc because you have 3 ninjas with a lot of attacks.

For Oni, you can put another pet unique and MM ATO aoe defense. Oni is still bugged. It still shows he takes knock back set which he has none! lol Funny how he can't even take hold/immb set. Poor thing. It's been broken for over 5 years and I've reported numerous times.
But don't the tier 1 as group do less damage then the tier 2s as a group do to lvl conning? if thats the case doesn't still make more sense to put the build up proc in the tier 2 or even the tier 3s don't the oni's controls all count as damage powers?

I think a similar analogy might be when they upgraded store bought inspirations to last 5 minutes. They put them on sale. A player runs out and buys a bunch. A couple months later they decide whoops, that is way too long. They downshift them to 2.5 minutes. Still 5x as long as a dropped inspiration in game but half what was being sold.

It's crappy customer service. They need to be smarter and more careful with what they sell on the Paragon Market under the Freedom model not sloppy we'll nerf it later if we mess up. I see no indication they have a concerned or concientious attitude about their sales. They are still acting like we are under the old "all is subscriber and we can nerf it if we want to and when we want to".

That's fine but this customer who has been quite spend happy in the Paragon Market has become a person who pays his sub and uses those points to buy in their market but I am not spending another penny on buying points to get things.

tl;dr I am moving from a subscribed and spending another $10/month on average for Paragon Market goodies customer to a subscribed and use the stipend points only customer.
Why would they have pulled it? So they could NOT make money off of word of mouth and our research? Do you think these are principled, honorable people? Just cause we were stupid enough to buy things we value doesn't mean we're entitled to said value or a refund when said value is invalidated

Sadly, I don't think Brutes have a Dark Epic, plus I don't like Dark Armour very much. It's a mixed bag of mostly single-target damage with relatively "weak" visual and audio effects. The new Dark Blast is kind of awesome, but that didn't carry over to old Dark Melee/Armour/Miasma/etc., which is unfortunate.

Then again, perhaps I should go with something less evil and more "abstract" as an incomprehensible cosmic being. I don't know...
Brutes should have the same dark APP has scrappers and tanks imo the Soul PPP for Tanks, Brutes and SOA is superior to the one scrappers get and the Dark APP for melee
  13. My main Liege Cheetatron X is a Technological "god" Bots/Traps/Mu, but for the more mystical "I have monstrous servants" god type I suggest Demons/ pair it up with Dark, Time or Storm for effects and animations that are up to par with the idea of a Physical God

Kat, BS, TW with a not too clicky res set

Fire/Ma/Soul or Leviathan tank though yoour not looking for tanks

Even a -3 TO will enhance the power enough that it will add more than 10 End of recovery over the 2 minute duration, and the enhancement is guaranteed, while the proc is not.

The proc is better in Stamina because Stamina activates on you repeatedly, and the proc has a chance to fire once per activation (subject to a maximum of once per 10 seconds). Speed Boost, on the other hand, only activates once per casting. The only way it would even possibly become worthwhile to slot the proc would be if you were literally doing nothing but casting Speed Boost every time it recharged, and that would be a foolish waste of both your Endurance and your time that could be spent using other powers.
While true the purpose of the proc would be to give your team mates end when their recovery is shot

Sorry but again "...likely unintended and should be addressed." - that's not really conveying any clues as to what they would/maybe=?/might do to address it, *And I had to 'dig this up' - just now = I didn't see it before... YESTERDAY?*

I'm not exactly angry = I'm... uhm...? for the sake of discussion -> Lets call it, "Appalled". I mean Really? Seriously??
It was a scumbag move no doubt about it the ultimate effect being "bait and switch" Unintended benefit? it sucked in Kin SB probably more than an even lvl DO, it was better in stamina than the io equivalent which is the case with ppms, much better in some power, much worse in others. Now its half as good in the later and twice a bad in the former and was nerfed away from the "20% flat rate IO to 3ppm SBE formula" that almost all other SBE's obey

    Quote:
Shifter: Chance for +END. When you saw the PPM was 3, you came to one of two conclusions.

    1) Paragon is dumb lololol TIME TO BUY UP.
    2) This is an oversight.

In the end, even with the IO being, and it deserved to be, 'nerfed' (truthfully fixed), you STILL got what you originally paid for.

" Performance Shifter: Chance for +END".

If anything, I'd be wary of the friends you told to buy them up since they were three times the power of the original version and not coming to the obvious conclusion it was an oversight, which Synapse confirmed ASAP when it became known.

And blame the beta testers not speaking up about it ;P

At the end of the day; refunds would be nice, but in the end, you SPECIFICALLY paid for what you got. If you paid for the 3 PPM, which you had NO idea of knowing that before getting the enhancement in your tray, that means you either bought one, say it, and went "WOAH THAT'S INSANELY BROKEN", and then I immediately respond with "You should have known better., OR you heard from a friend, and I say "You should have known better", OR you saw it on the forum, which I say "You saw Synapse's warning."

Oh well. You got what you paid for.
Not sure if your just trolling but with the exception of kin combats 2.5 ppm all 20% flat rate IOs with an SBE equivalent have their sbe equivalent set to 3ppm which is awful in low base recharge powers and even more so with aoes; better in st powers that are not quick recharge. Until the nerf that meant perf shifter followed the same script. Autos are treated the same as a 10 sec recharge power iirc

So no, no one who bought a 3ppm proc that changed into a 1.5 ppm proc got what they paid for
  16. What'd like to know is in the 30ft radius, 255 max target 50% end rate buff for corrs(dunno what the defender value is). Which enhancer will have what overall effect assuming it will only get 1 slot?

-the perf shifter 20% flat chance io
-the post nerf perf shifter ppm sbe
    and for giggles
-the perf shifter sbe at the original 3ppm for 20% flat rate IOs formula

How does that compare to a plain lvl 50 42.4% IO? A plain lvl 50 should make the power boost end recovery by 71.2% if i did the math right

with build up it should do far, far more damage than that

The bit of extra defense (especially when trying to softcap), the extra mobility, the Immob protection, and the ability to take several good IOs make it too invaluable to pass up.

I often take the Fighting pool, but that's mostly because I play a lot of melee.
