Issue 22 Patch 2

COMBINED

USER INTERFACE

General

  • German language client's quick emote list will no longer freeze the client when clicking it.
  • Additional power trays should now bend properly on the top and left sides of the screen.
  • Dark Astoria now appears in the zone list for player search on villain side.

Team-Up Teleporter
  • Fixing a bug that could cause players to be left out of the proper team when the Team-up Teleporter creates a league when starting an event.
  • Players will now be properly teleported to the contact from inside a mission map or on another task force when starting a task force via the Team-up Teleporter.

INCARNATE TRIALS

Dilemma Diabolique
  • Non-controllable pets will now attack the Repulsive Spines found in Stage 1.

CHARACTER CREATION / TAILOR
  • Changed Upper Body category name, "Magic Bolero" to "Bolero" and sub-category name, "Shoulder Fur" to "Shoulder Detail".
  • Removed a purchasable eye aura that was present in the Elemental Armor costume set. This aura was causing problems with the new costume piece checkbox.

POWERS

General
  • Team teleport powers now teleport teammates that are in a different vision phase.
  • Inner Inspiration: Fixed a bug that caused the 30 minute lockout period of Inner Inspiration to track in-game time. Instead it now correctly uses in or out of game time.
  • Toggle Powers no longer drop after having been logged out for 15 minutes or more.
  • Fixing a bug that would cause sleep resistance to sometimes make its owner immune to some sleep powers.
  • Fixing a bug that was causing proc per minute enhancements to proc too often in cone powers.

Controllers
  • Illusion Control/Spectral Wounds: Fixed a bug that would prevent this power from healing the target for a small amount of health after 10 seconds.

Flying Disc
  • Adjusted the animation so that it works in close range without the catcher showing two discs in hand

Liger Vanity Pet
  • Spawn FX now plays on liger spawn.

Enhancements
  • Reduced the procs per minute on the Store version of Performance Shifter: Chance for +End from 3 to 1.5 to be consistent with the Invention Origin version.
  • Slotting Scrapper's Strike: Rech/+Critical Hit Chance or Superior Scrapper's Strike: Rech/+Critical Hit Chance will now display a more appropriate power icon.

Enhancement Converters
  • Fixed a bug that would prevent this special salvage from showing up on Hero/Villain Merit vendors and Astral/Empyrean Merit vendors.
  • Enhancement Converters now have a small chance to drop off of Archvillains. Previously Archvillains had no chance to award Enhancement Converters.
  • The Paragon Market icon should no longer appear on the enhancement conversion window.
  • Fixed a bug where To Hit Buff IOs could be converted into To Hit Debuff IOs and vice versa.

TASKS

Signature Story Arc 1: Episode 7
  • Faathim the Kind's targeting box now extends through his entire body to fix an issue with some players not being able to talk to him.
  • Fixed a bug where mission progress would reset if all players left the instance when doing the "Defeat Rula-Wade, once and for all" mission in the Signature Story Arc.

Citadel Task Force
  • Mission 9 of the Citadel Task Force will now send players to Talos Island instead of Dark Astoria.

Dr Kahn Task Force
  • Fixed a client crash that would occur when a player walked into the Transportation Portal in Dr. Kahn's Task Force.

Terra Volta Respec Trial
  • The Coolant temp power will again heal the Reactor Core when used on it.

Dark Astoria
  • Fixing a server crash that could sometimes occur when summoning Adamastor.

Alignment Missions
  • Vigilante to Villain - The Dragon's Whelp - Fixed the issue where no dialog options would display when you talk to Flamespout for the second time.
  • Vigilante - Warm Brass and Cold Bodies - Fixed an issue where talking to Sarah Winters did not cause the dialog tree to advance.

Mission Architect
  • Fixed an issue where the office tray piece that transitioned into caves had several wall object spawns embedded in the walls.

BADGES

General
  • All Dark Astoria achievement badges will now reward to all members of the team if the team leader is eligible to receive them.
  • The badge for defeating all four Repulsive Spines in the first stage of Dilemma Diabolique has been renamed from "Gate Crasher" to "Spinebreaker".
  • The text description for the Master of Dilemma Diabolique badge replaces reference to a "Rescued and Recovered" badge with the correct name, "Spinebreaker"
  • Steel Canyon - Deadly Combatant and Dignified Combatant will now reward to all members of the team who are on the mission map.

Enhancements

Reduced the procs per minute on the Store version of Performance Shifter: Chance for +End from 3 to 1.5 to be consistent with the Invention Origin version

Ummm, does this mean I can get all my points back that I spent on the in-store one since I spent, well "real" money on it because it had a better proc chance? Are you going to change all store bought procs because then I also want my points back on my other purchases as well.

i believe synapse acknowledged this was broken way back when performance shifters were first added to the paragon market, and he stated it would be fixed in a future patch, so spending points on it when it was knowingly broken then asking for a refund is kind of a bad move on your part

What about the rest of the procs?

The development team and this community deserved better than this from NC Soft. Best wishes on your search.

Not to sound like I am whining about it, i get it I bought it, but I never saw anything to that point. How is that my fault? I saw the proc on the store, saw that it was beta tested, and it went live so I bought it. Based on its performance as advertised. Now they are changing that performance and if it is the same as in game why would I have bought it?

DA badges fixed? About time..sick of having to solo those missions to get the badges. Also sick on the support GMs telling me that it was all WAI, in regard to having to drop teams for the badges. Does this include ones for buddy cop and incarnate rival?

No, because the description on the store item doesn't say what the proc rate is.

1.5PPM is still slightly higher than the crafted proc in Stamina (would be 1.2PPM to be identical in that power), so it doesn't break the reasonable assumption that the one you bought would be anything different than that.

When you buy it it says it will trigger roughly 3 times per minute. Right there in the description. I bought the proc as it was on sale, slotted it, noticed the difference and read the description. Since it proc'ed more than the one I had already slotted, i bought several more while they were on sale and swapped out the in-game proc for the store bought proc.

Again, understand, I am not crying/whining about this, but I know several other people that noticed the difference and did the same thing. The proc on decimation hasnt been changed so why is this one and is there any compensation offered to those of us that bought something (as advertised) and then are told they are changing it.

At the time you decide to spend your points on it, no it does not:

You don't see the 3PPM until after you buy it and claim it in your inbox.

As in, don't need to toggle up on every login? Frikkin' awesome.

Way to read what he said Code. He got the PS IO, noticed teh description THEN got more. Given that the decimation proc isnt changed..it is a fair assumption to NOT wonder about this one (without seeing forum thread).
In that situation..I think it IS unfair not to offer some kind of payback. Of course..it is hard to actually prove a person bought a stack without hearing about Syn's post..

I understand perfectly well what he's saying. Just because you look at the enhancement after buying it and see that it's 3PPM, you shouldn't assume that it's anything other than a typo.

My point is the only valid argument for a refund would be if it were actually advertised as such before the sale. But it's not, it's just advertised as "Performance Shifter: Chance for +End". So the reasonable assumption is that it's supposed to function like the existing enhancements called that.

It's like ordering a 3MB connection from your ISP, then testing it and finding out that the cap isn't working and you can actually download at 30MB speeds. When they fix it and limit you to what you're paying for, do you demand a refund for you and all the friends you told to order the same plan?

(I went with that instead of my original analogy of finding cash in a wallet, then buying 100 more and getting mad when they don't all have the extra cash. I changed it because we're not talking about actual physical property here, so the same rules don't apply).

Caveat Emptor. The game is not about pay to win, you pay for convenience, not power.

Imagine people wanting refunds for powersets when some detail is changed. It's just not going to happen.

'I don't like the look of it at all,' said the King: 'however, it may kiss my hand if it likes.'
'I'd rather not,' the Cat remarked.
'Don't be impertinent,' said the King, 'and don't look at me like that!' He got behind Alice as he spoke.
'A cat may look at a king,' said Alice.

Wow, thank you. That was minor but still really, really annoying. There was concern out there that this was an intentional change.

Bwuh? Does this mean that if you log out toggled up, you'll log in that way no matter the elapsed time? If so, that's different. (This would eliminate the occasional crop up of detoggling when zoning.)

Sounds like this will make Mesmerize useful as a mez again in Dark Astoria. Well, OK, not mine since my Controller has a damage-dealing Interface, but still...

This one should be interesting. I knew about this, but I bet some folks didn't. It was making some cones basically proc on every target. They'll notice it stopping working that way.

Knew about this, figured it'd cause the reaction seen in the discussion before my post.

It would be nice if they did that, but it would be terribly unwise of them to set that precedent, even if it would generate a lot of positive feeling. They're going to make mistakes like the PS proc thing, or just decide that things need to be changed, and if they set a precedent of refunding for it here, they're opening themselves up to people demanding it for future changes on the basis of them having done it for past ones.

Believe me, I think it'd be awesome if they did. Unfortunately, I just don't think they can do so safely. It will make them look like buttheads to some people, but probably to less people than doing it inconsistently in the future. Because, let's face it, there's no way they'll be able to offer refunds for everything they change.

Emphasis mine. Also good to see the Performance shifter being reduced by the amount I thought would be balanced (giving 125% the performance of the in-game version).

You're still getting what you paid for. You paid for a Performance Shifter: Chance for +END. When you saw the PPM was 3, you came to one of two conclusions.

1) Paragon is dumb lololol TIME TO BUY UP.
2) This is an oversight.

In the end, even with the IO being, and it deserved to be, 'nerfed' (truthfully fixed), you STILL got what you originally paid for.

" Performance Shifter: Chance for +END".

If anything, I'd be wary of the friends you told to buy them up since they were three times the power of the original version and not coming to the obvious conclusion it was an oversight, which Synapse confirmed ASAP when it became known.

And blame the beta testers not speaking up about it ;P

At the end of the day; refunds would be nice, but in the end, you SPECIFICALLY paid for what you got. If you paid for the 3 PPM, which you had NO idea of knowing that before getting the enhancement in your tray, that means you either bought one, say it, and went "WOAH THAT'S INSANELY BROKEN", and then I immediately respond with "You should have known better., OR you heard from a friend, and I say "You should have known better", OR you saw it on the forum, which I say "You saw Synapse's warning."

Oh well. You got what you paid for.

So if I am on an ITF and use LFG Team up teleporter to start an STF, when we get enough people to join I am whisked out of Cimerora or a Cimerora instance map and get teleported to Statesman in Independence Port? Even if we are in the middle of the ITF? That can't be right.

Am I reading this wrong, is this a typo, or are we entering the Twilight Zone?

My brain is having a hard time grasping the many cool aspects that this change might affect!
It just seems so foreign to what I expect and/or am used to.
It feels somewhat like seeing a ghost or some bit of magic... where your brain just does a flip and refuses to fully grasp what it is being told.
