An important point not mentioned here is PVP. Defense is extremely underpowered in PVP.
In PVE, it is better than resistance against regular mobs, but the reliability of resistance can arguably be better in multi-AV TF finale fights, and possibly the GR hard mode PVE. -

The problem, as I see it, is not that defense, as a mechanic, is better. It's not that the +def set bonuses are too common or too high (though there might be some merit to those claims when you can softcap a ranged character that has no native defense). The problem is that the +res set bonuses are too low and not diverse enough.
A single type resistance bonus contributes the same percent resistance as a double typed or single position +def set bonus and doesn't provide a secondary resistance benefit to encourage slotting those sets even if it's not the specific type you're aiming for. A double type resistance bonus contributes the half of the percent of a double typed or single positional.
The resistance bonuses, while only contributing half as much per percent, are also reduced in effectiveness by only getting half as much specific payout per set bonus, which is even less when you consider that they don't get the same tangential bonuses as the defense sets.
Of course, my solution for solving this would be to increase the double resistance bonus percentages to be the same as the double typed and single positional set bonuses (re: double them) and give all of the single resistance bonuses the other half of their pair. After that, you address the tangential discrepancy by giving each of the set bonuses half of the benefit to 1 or 2 other resistance types (psy/tox, possibly). -

The most skippable power is Stamina. Energize+Power Sink+PP+possibly CP.
A tank can get Energize and Power Sink at level 26 so you don't even need stamiba while exemplaring.
While Power Surge only adds about 12% res remember that that more than doubles your effective res.
IMO if you must skip anything it would be Power Surge and Lightning Reflexes, but by being able to skip Stamina it's better to take everything. If you do take Combat Jumping and a lot of KB IOs you could skip Grounded. -
The question is, does MM balance consider the kb an advantage or a disadvantage?
If it is one of the disadvantages that lets them be stronger, it's ok.
If it counts as an advantage it sucks because you can't control the KB effectively. Having 1 power in a specific epic pool to counteracts the dubious advantage of your set does not count.
Another thing, blasts that have a chance for KB are not controlled KB either. If it has a 50% or more chance of KB it can be considered an advantage, but otherwise it should be KD. -

And I say that they're a joke because instead of attempting to come up with new badges, they just throw out the old Run This TF With No Deaths And No Temp Powers badge.
They could have added some more Defeat badges. They could done something with the plaques in the RWZ and added another History badge. They could have added more Day Jobs (which I'm glad, and kind of surprised, they didn't). They could have added some more badges that are awarded for completing a Story Arc. There are plenty of other, better choices than adding new Master Of badges. -
Recipe rates have been pretty much the same, which is yet more proof drops are wrong.
Salvage has been coming down slower than expected and fluctuate wildly. It may be that more people have learned that they are not that lucrative a use of slots. -
SR is top tier? Is that general farming or against AVs too? The only time I teamed with a 50 SR was at the LRSF and she sucked horribly, but the player was pretty stupid too. She refused my advice to use more oranges and spammed purples while buffed by vengeance.

CO does this and it works marvelously. I have yet to see 2 people with the same name, but you do not have to reserve names or compete with a person who quit 5 years ago. Globals are a superior way of keeping track of people even here, and at CO having the global show in text is not intrusive because they make it subtle.

It's easy to use math to say silly things by messing up the word problem stage.
For example you get 50% def to everything, which was not included in any of these calculations. -

I'm suggesting it as a way to do BOTH. You could use the classic granite armor that is OP but can't be used with other toggles, or the new armor that is customizable and is intended to work with the other armors. It would just be a 10-power set.

Both tankers and defenders are marginalized by PVE being too easy.
Their buffs are much stronger, but it's overkill because the secondary versions of those powers are plenty. -

Whether there is a basis to judge actions is irrelevant. Just because people make individual opinions about whether a song is good doesn't mean there is an absolute good/bad style of music.

BABs, an idea:
If it is not possible to do it both ways through power customization, what if there are 2 versions of the power?
Stone Armor could be a 10 power set, with 2 mutually exclusive granite powers.
This sounds like quite a major thing to do for 1 set, but I am thinking that it could let you be more flexible with power adjustments and customization in other sets, too.
For example, you could get around the cottage rule the same way you did with epic pools. Just add powers. The new granite armor could be the one that works with other toggles but isn't quite as ridiculously strong itself, as is being discussed already. -
I'd rather have a true open power system than tweaking archetypes, which you can sort of do with epics.
CO has a kind of openish wannabe power system, but not nearly versatile enough. Surprisingly they went with the CoH system of every power being an equal slot rather than the much easier to balance system of power point costs. -

The first category does well alone, and also contributes to a team. The second category is so specialized in its niche that it suffers somewhat when alone, but excels when on a team. Stalkers do well alone, but their specializations make them at best mediocre and at worst actively detrimental on teams - and this would be difficult to fix without changing the fundamental design of the AT.
Tankers are a team AT, but there is no incentive to have more than 1 or 2 tanks.
Defenders are a team AT that contributes less team utility than a controller. -

BTW, if GR is as entertaining as Faultline, RWZ, and Cimerora, that would be huge, but after the i15 writing I would not count on it.
