The new fly speed is a huge boost to fun.
Why not leave it as is and simply raise the cap slightly so that a single SO benefits it?

Tanks gain as much as anybody else, offensively, proportionally, from sets, due to recharge. Though they are probably the next least AT in that department, since everybody else gains enough defense to perform qualitatively more aggressive techniques.

When MMs are the easiest farming AT like Scrappers (or Fire Kins, or whatever), that sort of argument would make sense. GMs are cool but they are a novelty, not much of an advantage.
They can use sets to benefit their secondary and tank, but I think it's fair to say no AT gains less from sets. That's OK because they probably are the best with just an SO build. At the peak or even a relatively expensive but not peak build, Scrappers and Brutes get crazy, while most of the rest of the ATs catch up to each other.
And honestly the only factor in GM soloing that counts out Scrappers is a single power type, the regen debuff. If you had a duo of a buffer doing nothing but hit them with howling twilight, plus the actual 'soloer,' the Scrapper would probably be the most effective AT to do everything else. -
That's actually why I mentioned it... they were another example of a similar technique, but...
The most popular titles did it less. Pac-Man got stupidly hard at the highest levels, but didn't use anything that was an obvious ploy to artifically take quarters. In the better games you would not be charged if you didn't lose. Naturally, the diffuculty could be high, but that enhanced the experience to go with its economic motives. It wasn't blatantly just a way to #$%^ the customer. And at least most arcade games did not include huge expanses of nothing just so you would have to pay more. -
Pretty good, especially the leaves aura and cape. I would like to hear the price. There's merit to having micro packs that are smaller than super boosters, if they cost less than the super boosters.

A more resource efficient way to do it might be a subway rather than riding through zones. -

There are some parts of the world where drinking alcohol is a crime. I enjoy a beer or 2 every now and then. What do I do when the "superhero" from a "dry" country shows up and demands I stop drinking...or else? Hell, there are places where **** victims are stoned to death, for being "adulterers" for "letting" themselves get *****. Thank $deity that a Somalian "superhero" can now kill...er, I mean "bring justice to"...**** victims...er, I mean "adulterous criminals"...around the world.
Hooray for juvenile revenge fantasies masquerading as strong moral convictions and being "tough on crime".

-The various sports and dance emotes of the Party Pack, ones Positron himself identified months ago as being part of Going Rogue and were part of the Going Rogue beta until they were pulled at the last minute, should NOT have been sold in a booster pack.
-Any of the repurposed enemy group costume parts David and the art guys are working to adapt to players(but really should always have been available to begin with), should NOT be sold in a booster pack.
Aditionally:
-Any feature sold in a booster pack, after a 12 month period of exclusivity, should also be able to be earned/unlocked in-game via Hero/Villain/Reward Merits.
-Really, that should apply to some Vet Rewards too at this point.

Ninja Run is not a novelty.
The dance pack is sort of questionable, see Lemur's post.
The 12 month exclusivity is a bad idea for both players and profits. Lowering price maybe. There should be some veteran catchup system of some kind, with new people being confronted with up to 6 years of rewards they can probably never achieve, but that is an extra bonus, not something that people pay for specifically. -
Of those only bases are expansion worthy. That would be a cool expansion, some massive base upgrade that turns bases into content hubs with PVP and PVE quests plus personal bases too.
