It looks as though they are suggesting you can use a Power Choice to pick from this power pool which gives you an extra Enhancement Slot to put in a power.
I'm not really a fan of the idea, myself. I just don't really see it as needed.
Sure basically a new power pool that instead of powers gives enhancement slots for powers you already have. Kinda of a different take on power pools.
I figure power pools are to help give the characters alittle something extra they need ie a heal so aid self, or alittle defence so weave or what ever. Well some types of toons are already well rounded but could use some extra slots for their powers like kelds and SOA and stuff.
It's an interesting idea. My main objection is how it would shift balance for character designs. Specifically I think it would shift things to far in favor of the "no-travel power except Ninja Run" builds.
The current setup gives us 24 power choices which equals 9 primary powers, 9 secondary powers 4 epic powers and 2 travel pool powers. This is the "default" build and people then drop powers from those areas to fit in other pool powers they want. At the moment there's a practicla limit to how many pool powers you really bother with due to slot limitations. If you add the ability to trade powers for more slots then optimizing a character pretty much means you dump any powers not directly related to combat for more slots. I don't think this would break the game balance but I think it would increase the gap between a perfectly optimized character and one built more around what's fun and that is a sad thing.

Are you talking about having a new "neutral" power, a zeroth level tray with 6 slots; and by placing enhancements in these slots they would act in a universal like effect manner?
Further more, the first 2 slots only universally enhance tier-1 powers, while the second two, enhances tier-2 powers and finally the last 2 slots enhances tier-3 powers?
If so, I kinda like the idea, I have problems with some IO sets being great in the damage but rather weak in Accuracy such as Kinetic Combat, by placing ACC in the 1st,3rd, and 5th slots of the Universal Neutral Power, I could seriously rebalance an unbalanced IO set. The reason I would have to place ACC in 3 of the 6 slots would be because my Kinetic Combats would be placed in tier1/2/3 melee powers.
Am I thinking this right, or did I came up with a weird suggestion?

No, he's talking about gaining a slot to put on another power, not a universal slot. So, taking the tier 1 powers would give you one additional slot to put on another power.

So they finally deal with the pool of uninteresting but overpowered powers, and you want them to add another pool of uninteresting but overpowered powers?

So give up, up to 4 powers for up to 7 slots you can put where you want. With getting the fitness pool inherent now, that will give pretty much everyone that already has fitness the ability to get 6 additional free slots in exchange for nothing.

Can't agree with the suggestion either. If anything, slots aren't powers, so this isn't even a "power pool".
But for the slots we have now, we have to make choices. There are some powersets that would benefit with a few extra slots, there are others that are literally overflowing in slots (as examples, my widow was starving for slots in powers, whereas my grav/ff controller was throwing away slots in stuff I thought I would never slot but had to use them to level up).
Add in on top we will get incarnates, so the future may bring changes.

With that said I would not object to something like the OMEGA Incarnate Level (one of the last Incarnate levels) granting more in-power screen slots as part of it's rewards.

Just want to comment on your last sentence as I keep seeing players say this. Incarnates aren't traditional slots in powers. They are UNIVERSAL global buffs. They do allow you to shift around what you can slot using IOs, but they are not traditional slots you put in powers.

an idea for a slot power pool to get more enhancement slots.
Tier 1- 1 slot
Tier 1- 1 slot
Tier 2- 2 slots
Tier 3- 3 slots
Since there is two tier 1 powers in other power pools ie fitness has swift and hurdle there should also be two tier 1s in this with a total of 7 extra slots.
