It hasn't been on beta long enough.
Generally something has to be on beta for at least 6 weeks before release. Water Blast has been there for about 4.
I'm not saying there's anything wrong with the set, just that it's highly unlikely to release prior to the producers' schedule. -

But this is a moot point unless they actually start randomizing the Freebie Friday offers, and is even MORE moot since we don't know for sure that Freebie Fridays will be coming back. -

Technically they are... those events are specifically tied to turning in Halloween costume salvage for the bonus costume slot. So anybody who's been hanging on to extra and turns it in has a chance of starting one of the associated zone events.

It's Tuesday again, which of course means NEW STUFFS DAY!
Today on the Paragon Market (or "Parket," if you prefer) we see the release of Performance Amplifiers. These are buffs of 1, 4 or 8 hour duration roughly equivalent to multiple tier 2 inspirations in three different flavors: Defense, Offense and Survival.- A Defense Amplifier offers 5% Defense buff and 7% Resistance buff to all damage as well as all mez powers.
- Defense Amplifier (1 Hour) is 80 Paragon Points
- Defense Amplifier (4 Hours) is 240 Paragon Points
- Defense Amplifier (8 Hours) is 320 Paragon Points
- An Offense Amplifier gives a 15% Damage buff, 10% To Hit buff and 15% Recharge buff.
- Offense Amplifier (1 Hour) is 80 Paragon Points
- Offense Amplifier (4 Hours) is 240 Paragon Points
- Offense Amplifier (8 Hours) is 320 Paragon Points
- A Survival Amplifier gives a 15% Max HP buff, 20% Recovery buff and 40% Regen buff.
- Survival Amplifier (1 Hour) is 80 Paragon Points
- Survival Amplifier (4 Hours) is 240 Paragon Points
- Survival Amplifier (8 Hours) is 320 Paragon Points
- Character Respec Token -- 50% off (400PP)
- Character Server Transfer Token -- 50% off (400PP)
- XP Booster Temporary Powers -- 25% off (1x for 90PP, 3x for 225PP, 5x for 338PP)
- 50% XP Booster -- 25% off (1 hour for 180PP)
- Super Pack: Heroes and Villains (Qty 1 only) -- 25% off (60PP)

Reinstalling the game isn't going to fix anything that just verifying the files won't do.
Your problem is either a bad internet connection (which is true lag, and there's less you can do about that), OR you have your video settings set higher than your hardware allows (which means you're getting low FPS--frames per second--that make the game seem choppy, NOT lag). And even with good hardware, a bad or old video driver package could cause graphics slowdown.
Reading your other posts (such as the one where you talk about "having that software that makes your computer 50% faster"), I'm guessing you have a ton of useless crap and spyware on your machine that's slowing it down. I'd like to recommend you clean off your system legitimately, but it seems pretty apparent that you have no idea what you're doing, so you should probably pay a professional to do it for you. -

I am curious; is there any particular reason that the individual Apocalypse and Ragnarok enhancements aren't 50% off like the other purples were when they were added to the store?

Just remember to subtract 1 from the number you think your costume slot is--they use programming numerology, so they count from 0 to 9 (instead of 1 to 10).
But yeah, you want to do a simple costume change?
/bind [key] "cc #"
EXAMPLE: /bind numpad1 "cc 0"
To put a costume change emote in there, do this:
/bind [key] "cce # [cc_emote_name]"

They are newer games, potentially more demanding I would of thought.
That said, everyone else has been right... CoH is by no means optimized the way an OpenGL game from a larger studio (like Diablo III) would be. A lot of the groundwork for the game was hacked together by people who had little idea what they were doing and no care whatsoever for the programmers who would follow behind them. (Supergroup Bases, for example, are a mess of spaghetti code that was not commented... that's a big reason that bases haven't gotten much added in the way of functionality over the last 6 years.) -
