Costume Change bind?
With the cce command, yes. Obligatory wiki link.

Yes, there is. You can use a bind or macro using the /costume_change # command. There is an alias for this so that you can set up the bind using /cc # instead. Remember, the costumes start numbering with 0 instead of 1. Obligatory ParagonWiki link.
Is there a way to set up a costume change by just clicking a key?

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
Black Pebble is my new hero.
Just remember to subtract 1 from the number you think your costume slot is--they use programming numerology, so they count from 0 to 9 (instead of 1 to 10).
But yeah, you want to do a simple costume change?
/bind [key] "cc #"
EXAMPLE: /bind numpad1 "cc 0"
To put a costume change emote in there, do this:
/bind [key] "cce # [cc_emote_name]"
EXAMPLE: /bind numpad1 "cce 0 ccbackflip"
