I actually agree with Fire's message, but don't see a reason to post that way. I'm a huge proponent of making characters for the characters' sakes, not for the game's.
Case in point, my main character, a Katana/SR Scrapper, does not have Divine Avalanche, Evasion or Lucky. He does have Elude, though I generally only use it as an "OH <bleep!>" button. He is not even close to softcapped on any of his positional defenses, sitting at around 32% for Melee and Ranged and about 6% for AOE. He has Energy Torrent from the Body Mastery APP, but not Laser Eyebeams. He's also a ton of fun to play, even though it took a while to figure him out. He's a completely unique character that does what I want him to.
I also used Mids' Hero Designer to get him the way that I wanted him. It's an incredibly useful tool when you graduate from being a casual player to a dedicated one, and there's absolutely nothing wrong with using it, or even relying on it when building your character. There's also nothing wrong with chooing not to use it.
Bottom line is, play the game how you want to play it. Feel free to tell your tricks and ideas to other players. But when you start telling others they're wrong for the choices they make, then you've become the very thing you're fighting against. -
* We are proud to announce the inclusion of the new "/duel" command! Simply target another player in any location and use the command to challenge them to a fight on the spot. (Note: there is currently a bug that causes any player who does not accept accept the duel to gain ten million points of debt and to randomly lose enhancement slots. These lost slots cannot be reestablished by tech support at this time.)
* As has been much requested by the PVP community, we are allowing characters to level solely by fighting PVP battles. In order to promote this new system, all contacts and NPC enemies have been removed from the game until further notice.
* Due to issues with attempting to eliminate weapon redraw, all weapon sets have been unfortunately broken beyond repair. Character that use weapons will be deleted automatically. However, because of this, weapon redraw is no longer an issue, so this will be considered to be working as intended. -

And they've never made any mention of badges other than the fact that you'll be able to earn some defeat badges easier by switching sides and that you can't double-dip in Accolade powers. -

People will continue making the characters they want to make for the reasons they want to make them. Those who want to soak up tons of damage will make Tankers. Those that want to smash faces will make Brutes. Players who want rogue/thief-like character will make Scrappers or Stalkers depending on whether they want to focus on stealth gameplay or long-term survivability. It all depends on how they want to play the game.
Also, just a minor point against your second main paragraph, but Brutes will never have Ice Melee because of its negative effect on Fury generation--it was actually available for a brief time in the City of Villains beta, but was scrapped when they determined that it caused Brutes to perform far weaker than the other attack sets. Scrappers and Stalkers might get it eventually, but next up for Brutes is probably the Broadsword set. -

On the other hand, when hunting them with my Hero, I just got a few people together in Recluse's Victory when the zone was empty, grabbed all three heavies, parked about a hundred yards away from the Villain base and had a Blaster pull groups of several Mu Guardians at once. It went very quickly. (Of course, other than that, you're restricted to finding them in radio missions, PVP zone missions and the Statesman TF.) -

If you're in Europe, I believe Union is their unofficial RP server, but don't hold me to that. -
I'll definitely be swapping my main Scrapper and Stalker's places via a forced brain exchange... all so I can get them the other faction's badges.
My Fire/Radiation Controller will definitely become a Vigilante, since he's a demon prince with a loose moral code anyway. I'll also be converting my Widow into a Rogue, since she has a beef with Arachnos after the way they've treated her and would love to give their secrets over to Longbow. My Electric Melee/Shield Defense Brute will be going Hero and then to Vigilante, since really all he wants to do is smash some Freakshow heads.
I'll be creating a Dual Blade/Ninjutsu Stalker in Praetoria with the goal of becoming a Hero or Vigilante (he's intended to be a spy) and a Demon Summoning/Thermal or Dark Mastermind that will eventually become either a Vigilante or Rogue.
I might remake a Dual Blade/Dark Armor Scrapper that I have now as the same in Brute form, and if I do I'll aim at making him a Rogue. The whole "berserker" fury aspect of being a Brute just fits him better anyway.
The rest of my characters will either stay with their current faction or go grey as they are needed by the groups I regularly play with. Most of my characters have no reasons to switch sides, so they won't.
Also, keep in mind they've stated there will be a "power-up" system for level 50 characters who don't switch sides to become more powerful. You aren't precluded from using this system if you do switch sides, but you'll earn them faster if you don't. -
On top of those already mentioned, I have a particular loathing for:
- Caltrops (when stacked)
- Smoke Grenades (when stacked)
- Build Up
While there are a few enemies in dev-created content that use Caltrops and Smoke Grenade, they usually don't stack them too much. And while part of the problem in using these powers on a custom mob has to do with an author who is thinking more about "it would be cool if" than "it would be more balanced if"... the fact that custom mobs don't have the same code that developer critters have to limit the ability to stack these powers within the same group seems to be an oversight that I hope will be corrected in the future.
As far as Build Up goes, I'd think it's pretty self-explanatory. It both increases the critter's chance to hit and the damage when they hit, which turns defense-based characters into Swiss cheese with a quickness. -
I'm guessing we're probably looking at another 45 month badge... which is to say, just a badge (possibly a costume token or respec if one is scheduled) with no "extra" reward, specifically because there has been absolutely no discussion of any upcoming Veteran Rewards.
I am willing to be pleasantly surprised if it turns out I am wrong, though. -

It can be limited by the ROOM. Your standard 2X2 Workshop can only hold 9 storage items, although they can be mixed as Chad noted. To hold the maximum number of storage items, you need 2 of these rooms - that is 2 rooms X 9 storage = 18 total storage items.
I knew that rooms had something to do with it, but I had nagging doubt that I'd remembered wrong. -

I definitely think the Shadow Shard needs a revamp and to be made into a combination of different things.
Basically, I think it should be converted into 5 major zones: 1 small Hero-only zone, 1 small Villain-only zone, a heroically themed co-op zone, a villainously themed co-op zone, and a small free-for-all PVP zone.
The existing TFs can be split between the Hero and good co-op zones (but for the love of god, please refine the Dr. Q TF down to between 1/3 and 1/4 its current length, not counting travel time). And of course they need to introduce an equal number of villainous TFs for the Villain and evil co-op zones (such as help Crey acquire resources, help Arachnos because its better than letting Rularuu win, etc.). The PVP zone would be smaller and more open (like a large Shadow Shard island) than the existing zones to encourage faster battles, and my best guess would be to make it a brawl over control of Kora Fruit orchards or some similar resource, perhaps introducing "King of the Hill"-style gameplay.
And if the above does happen, I just hope to god there's no serious grinding required for any badges in that PVP zone. -

Yes, and it depends on the size of your base plot.
Also, all salvage, inspiration and enhancement storage racks count towards the same limit. So if your plot allows for 10 racks, you can either have 10 salvage racks, or 5 salvage racks and 5 enhancement racks, or some other combination that adds up to a maximum of 10. Personal salvage storage vaults do not count towards this maximum, if I recall correctly, as the items inside are not actually stored by the base but in your character's bank.
Someone else should be a long shortly to tell you the maximum number of storage items per plot size, as I do not personally know. -
The only realistic way I could see to increase the number of Outcasts available in City of Villains is to put them in the Steel Canyon Mayhem Mission and a few other missions that are set in Steel Canyon (such as the Villain cape mission). I can't think of a single reason why they weren't included to begin with.
There is no reason to put them, Trolls, Warriors or especially Rularuu in any of the existing Rogue Isles zones. In fact, the Trolls probably shouldn't even be featured in paper missions, given that they're not in the zones themselves and have no reason whatsoever to be in the Rogue Isles in the first place.
"Because I want it" has never been a valid argument.

That's more or less what I have in my computer. It runs the game fine with most of the settings near or at max, but it has issues with the Depth of Field Blur option, so I have it turned off.
It also won't work with the Ultra Graphics Mode features being added in the upcoming Going Rogue expansion. -

Back in my day sonny we didn't HAVE patrol experience! Debt happened at level 1 and we liked it! We were real men, dealing with having more than twice the debt you younguns have now per death. And we walked 10 miles up hill both ways from the hospital too.
Kids these days with your reverse side kicking, respecs and your capes...bah.
I do, however, remember a time before debt had a maximum cap. My first (ridiculously poorly built) character had debt that lasted through the entirety of three levels. I shelved him for nearly a year because of it.
Nowadays, debt is like water on the back of a duck. Even if you get a ton of it... even if you reach the maximum debt cap, it all goes away if you just don't log in for a couple days. -

Personally, I may only play once or twice a week these days, but I've also got a ton of Xbox 360 and DS games to keep me occupied, plus regular social engagements a few nights a week.
I'd LIKE more info about Going Rogue, but the lack of information won't affect how I play the game now, nor will a sudden flood of information cause me to play the game more. The only thing that's going to affect how and when I play City of Heroes is the beta schedule.
