That's more or less what I have in my computer. It runs the game fine with most of the settings near or at max, but it has issues with the Depth of Field Blur option, so I have it turned off.
It also won't work with the Ultra Graphics Mode features being added in the upcoming Going Rogue expansion.

I take it that you are looking for a card for that new Dell you are getting welshtom.
Things to remember.
1) Is your model a full width, mini tower case or is it one of the slimline versions of the Optiplex line? If it's a thin case it will severely limit your options.
2) Power supplies that come with business class computers are not really that hefty, all they expect a business to do is add more memory and hard drives. This is important because video cards that excel at 3D well use considerably more power than cards that do not. This limits your options as well. On top of that the smaller, slimmer variants of the Optiplex have even smaller (in wattage) power supplies than the mini tower and have considerably less options if you consider upgrading it.

I just ran into a similar problem with my replacement card, a 275 GTX... it just BARELY went into my case with about 1/8" to spare. Admittedly it's longer than the 8800 that came out but I hadn't thought of a potential problem until I had to get the sucker into the case with literally no clearance. Pulled all the cards and the drive cage to get clearance to wedge the card in, then replaced everything once it was mounted. The back of the card just misses the drive bays by probably less than 1/8". Fortunately the rest of the case is roomy enough and has good ventilation.
You didn't mention the power supply; remember that most relatively recent gamer cards eat lots of juice... a 250-300 watt won't cut it. According to the card's specs it wants a minimum of a 350 watt.

You'll need to check out online merchants or brick & mortar stores in your area for prices. Since you're using an older video card that isn't as... greedy as new ones a 400 is probably plenty. If you decide to drop in a new high end card you may need a bit more but for what you have it ought to be ok.
I'm having to guess since I don't know what the rating on your current power supply is, but lots of PC manufacturers put pretty low end PS's in their non-gaming machines with just enough power to run the parts it ships with. If you've a 400 watt or bigger PS you're probably ok; a 350 may be marginal and anything lower is asking for trouble.

The 8600GT btw is a LOT shorter than a GTS 250 which is shorter than the 8800/9800's so I don't think you'll run into any issues in that regard.
Unless that machine is coming with a PSU lower than 400 (Which is most likely NOT the case), you should be fine Although if you want to make absolute sure, you should be able to find the PSU stats in the specifications for that machine on Dell.

The biggest problem will likely not be the case width but rather where the SATA connectors are in relation to the video card slot. For some dimwitted designer reason it seems that a lot of the compact motherboards place their SATA ports directly in line with the PCIE slots. Any decent video card will extend far enough and be wide enough to cover at least a couple of the ports. The 8600 might be short enough to avoid this problem but you may be looking at losing at least a couple drive ports.
