Which server are you trying? I know I've had issues on occasion with east vs west coast (surprisingly, for someone in FL, west coast gives me fewer issues.) If you're not sure which is which:
East:
Freedoom
Infinity
Liberty
Pinnacle
Triumph
Victory
West:
Champ
Guardian
Justice
Protector
Virtue
See if it happens to one on the other coast. (if you don't have a character there, see if you can just whip one up - hit random and go in, see if it loads.) -
I'm about to throw this comp out the window.... I don't know what the heck is wrong....
I got this comp about 11 days ago and it loaded the game fine.... Played the game to my exceptions and beyond.
I loaded up test server, two days ago, it loaded and a message that said it could play ultra mode popped up. So I clicked it and realized that I can't get in test yet. So shoot, ok I figure no problem. Just tried it today to play, it load up the game fine, but takes forever to get to the log in screen, no big deal. Then I try loading up a server, then toon, and it goes to the city load screen and starts to load extremely sllloooowwwww. It goes so slow that after about 5 minutes, it times out from inactively, and takes me back to the log in screen.
As a side note, tried other online games, high end graphics games, and it all plays just groovy. Tried reloading the game, and removing the test server info.
Solve this one.

If you had asked this question about 6 months ago I would say set, but I've had a chance to slot the procs in and realized it seems to me that I kill faster now with them in as to before when it was "ok."

Particularly if that card is IGP (Integrated Graphics). Does it say if it's in-board, or is this a separate card you're looking at? Easiest way to tell is the VGA Plug: if it's in the lateral slots, it's a card, if it's in the big block with a jumble of other ports near the USB, Network and Audio plugs, it's in-board. (Laptops: look at the sticker on the wristrest. You can't tell otherwise without prying into the Control Panel.)
NO IGP PRODUCT will run Ultra Mode. It's doubtful it'll leave the "Performance" slider at have better than 30 FPS.
However, keep in mind that if this is a laptop that has Radeon HD 3200, this shouldn't dissuade you from purchasing the machine if you're thinking about it: gaming laptops that CAN run ultra mode are really expensive... $1,000 and up. Laptops that can play City of Heroes acceptably or well at all are not as expensive ($600-800, $500 if you're lucky, $400 if you can settle for a netbook). If you want to play on the road, this is still a good way to do it; it's at least worth getting, compared to a laptop that doesn't have a Radeon or GeForce card which will not run COH at all.

Well the sad thing about all this there is no jack of all trades toon, the dev team has made a good in their efforts to make sure there is no super soloing toons. We are playing city of generics now. Where everyone is "equal" "balanced" and "treated fairly" all "subjective" in nature. To be honest no idea why I'm still playing, but maybe I'm playing for the simple reason for a good time every once in a while. Possibly also to see what they cook up next for ATs.
But I got a couple of builds for a fire/kin and you can scan over them if you would like.

Duel pistols is technically still in the development stage, the Devs are more than likely judging the player base usage and the feedback, and deciding if they should bring it up to other set standards or leave it as a below the average, flashy set like they did for duel blades.
