Yes, I always take it on every tank. I find it critical to MY playstyle. I wouldn't go so far as to classify it as "essential", or to ostracise the tank that doesn't take it, though.

When you say that info is generalized, do you mean, where it says something along the lines of "Minions are no match for a hero of the same level...blah blah blah"? Because I have only ever seen that occur on custom enemies in AE.

My wife had the same issue. She's using a computer with a GeForce 9400, and was getting about 35-45 FPS before the most recent patch. After, she was getting between an average of 3-5 FPS, with a high being 7.
Her settings looked the same, but the culprit seems to have been the shadow settings. Like Coulomb reported above, the patch reset her shadows from the once-available "stencil shadows" to a high-quality shadow. -
I saw a pile of them at my local Wal-Mart the other day. I've never seen them there before. They were hanging from a strip by the console games. There were at least two strips of a dozen each there.
I can only recall seeing a couple of them at my local Best Buy and EB, but that was at least a year ago. -
In an average gaming week:
1) How often do you PuG instead of grouping within your SG or friends?
Almost exclusively.
2) How often do you group with friends and fill the rest of the group with PuGs?
It happens rarely. When my wife and I play, we normally duo... but, I'd say maybe 10% of the time, we'll add others.
3) How often do your PuG members do what you feel needs to be done without being told to do so?
I reserve my judgement of "what needs to be done" on my own character. Everyone can be the judge of their own.
4) How often do you find yourself telling PuG members what you feel they should be doing (for the good of the current team/session)?
I never tell someone else how to play their character. Exception is if it's a newer player who asks. Everyone plays differently, and you've got to learn to adapt to a playstyle. I wouldn't want someone telling me how to play my character... who am I to do it to someone else?
5) How often do you find yourself adding PuG members to your friends/global friends, and if those lists are full, using other methods of remembering them?
Not often. I don't think I have ever added anyone to my global... someone else normally initiates. For server-friends, I have about 10, on all characters. I do look at global names for my teammates, and tend to remember who I enjoyed teaming with, and who I didn't.
6) How often do you group with complete jerks in a PuG?
In over two years of playing, there are only a few instances. Don't get me wrong, I have played with a lot of terrible players, but few jerks.

I keep one of each on hand now. Just in case one runs out, and I need a spare. For instance, on a flightless character during a Hami raid.

In one situation, I couldn't just offer a trade invite, because I had to switch to a character with the funds, and by the time I made it back, the target player was on a new team in a mission.
In another, the person had to go and logged very quickly before I could get in range to trade with them. -

In my experience, when I had been stuck in Cim, the WW TP, Pocket D TP and base TP will fire off the animation, use the charge, but won't allow the TP
Friends with TP aren't always around. -

I took Flurry, SS, Hover, Fly, CJ, SJ, Recall Friend, and TP on my first character. (WP/WM Tank)
My first time flying through IP, I spotted Lusca. I thought, "Neat, a giant octopus... let me get closer. Oooh, I can target it. I'm a tank, I can probably take it on. What? I'm dead? From an octopus!?" -

I can't say that 1 more paid release than free release in either 2008 or 2009 warrants much of a concern that they're moving away from free content and more toward paid.
