One time I had that happen to me. The AoE happy guy already had the Badge, so that means that he simply couldnt be bothered to do it again.

Years ago (before the CoP trial was relaunched) there were people desperate enough to get Power Liberator that they would temporarily transfer their characters over to different servers just to find one of the last SGs that still had an Item of Power. Maybe Carnada didn't mention a server because he/she would be willing to hop to any server to get the MoKeyes badges.

Yes, it's supposed to be completed by PUG. Don't expect it to be completed by PUG that aren't at the very least 50+1 though. This is a 3rd gen iTrial and although it technically also unlocks Alpha I wouldn't advise using it for that purpose unless the majority of the players are 50+3.

Correct, except the badge is called "Promethean" not "Prometheus".

Badge-Hunter.com has an Excel file with all the badges available (don't know how up to date it is) as well as Lady Willow (player, search for her on the forums). I'm sure you could use one of those to create an alphabetical list of all badges.
