So I was thinking of making a Fire/Storm controller, but due to concept reasons I wasn't going to take snow storm/freezing rain (pretty self-explanatory, I'm all about fire, don't want anything to do with cold). Now what concerns me is I just read a guide on Fire/Storm that pretty much declared freezing rain as the "crown jewel" of the storm set, and I'm worried about how severe my concept is going to interfere with my playability in not taking what might be the best power in the storm set.

I'm going to take a wild guess that you are talking about a Leveling Pact. If that is what you mean then yes, if one account goes inactive then the pact is broken. To be clear, the correct definition of an account going inactive is that the subscription is no longer being paid. -
Most that played a Defender have likely had a love/hate relationship with Vigilance. While at it's best the endurance discount can be amazing (especially with a dead team member), the downside is that defenders are penalized more and more the better they perform at keeping their team healed/buffed/alive.
So what if Defenders were given a Vigilance bar similar to a Brute's Rage bar. The bar would fill as the teammates take damage, and empty more slowly as the team is healed. This would at least give Defenders a more consistent endurance discount.
Maybe smaller discount could even be given to solo Defenders in the manner.

Your request is a bit confusing becasue you ask for top notch recommedations, but then give a medium quality example.

Booted up fine, loaded up all of microsofts updates. Played Battlefield Heroes great. Was playing COH fine for about 2 hours then the blue screen of death. Thought maybe CoH just locked up, no problem. When i reboot I get this message. Windows failed to start. A recent hardware or software change might be the cause. To fix the problem

So I put in the recovery disc (No hard copy of vista came with computer) and it trys to load then I'm back to the above message again.
I put in a new hard drive and still the same. Any help in this matter would be greatly appreciated. I really dont want the hassle of sending it back and waiting god knows how long before i get it back. Thanks again
Edit: Oh forgot. I would send it back for a full refund. If you are either unwilling or unable to do that, make sure to put fans in the next case that will MAX OUT the airflow.
Also on a note of personal preference (meaning purely optional), I would stay away from a TB drive as your system drive. If you can't/won't change to another drive then take the 1TB one out, slap it in a enclosure to make it a backup drive, and put in a Velociraptor. -
