Clustering civilians in Mayhems

You know that old old old bug, where running civilians would get stuck in a certain part of Atlas and start to pile up?

welp

They're not stuck in the barrier. They're running/bouncing around a small region around the force field. Taking a second glance at it, it almost looks like they're trying to run into the door behind the barrier (typical behavior for those puny fleeing civilians, muahahaha! - sorry, lapsed into Evil Mode), but they obviously can't.

By no means is this a major bug (it's almost amusing to watch their futile attempts at escape), I just thought I'd mention it.

Oh no, we've seen this sort of behavior before! Ishmael has returned!!

And having seen the effects on the civillians that Ishmael had, I don't think the Mayhem clustering can even come close.

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
